Responsibilities Co-ordinate, oversee and collect samples for the environmental monitoring program at the City of Hamiltons active and closed landfills under the general supervision of the Senior Project Manager of Landfills. Provide contract management support, represent the Citys contractual position and interests in Waste Management related projects, and assist with inspections and maintenance of Recycling and Waste Disposal sites. Support landfill gas projects and the leaf and yard composting facility; assist in preparation of regulatory requirements and approvals, operating procedures, maintenance issues, annual monitoring reports, and monitoring/maintenance of leachate collection systems and pumping stations. Update, maintain and audit City of Hamilton database systems. Collect and monitor groundwater, surface water, leachate, landfill gas and soil samples; deliver environmental samples to the Citys Environmental Laboratory. Oversee contractors, consultants, engineers and other contracted services at Recycling and Waste Disposal Sites as required. Conduct field inspections to ensure compliance with City policy, relevant legislation and environmental regulations; assist with operations of the Glanbrook landfill as required. Draft and evaluate letters/memos; participate in regular operational meetings with City contractors. Assist in preparation of Annual Monitoring Reports and procurement documents; maintain data in City databases and perform data analysis. Respond to inquiries from staff, contractors, and the public; assist in budgeting and preparation of terms of reference and guidelines for consultants (e.g., hydrogeological, engineering drilling, security firms). Operate and arrange preventative maintenance for City vehicles and maintain equipment (multi-meters, sampling pumps, water level meters, gas analyzers, pH meters, GPS unit). Identify landfill problems, develop resolutions, and coordinate with contractors as needed; monitor leachate collection systems and address operational issues. Assist in procurement and awarding of contracts or tenders; provide environmental monitoring recommendations and liaise with other departments, public, contractors, consultants, government agencies and elected officials. Assist with public events such as open houses; carry equipment and tools, sometimes over uneven terrain. Work in adherence to Health and Safety legislation and City policies; perform other duties related to the major responsibilities of the job. Qualifications Proven knowledge of environmental monitoring and landfill management theories and practices, normally attained by a College Diploma as an Engineering Technician or Technologist, Environmental Science degree with hydrogeology, contaminant transport in groundwater and chemistry knowledge, or an equivalent combination of education and relevant work experience. Member of or eligible for certification with the Ontario Association of Certified Engineering Technicians and Technologists or other equivalent certification. Previous contract management experience. Experience in field inspections and sampling of groundwater, surface water, leachate, soil and landfill gas, and contract management. SWANA MOLO certification and/or education/experience in landfill management would be an asset. Experience in balancing and maintenance of landfill gas projects would be an asset. Must be able to carry equipment up to 32 kg (50 lbs). Good written and verbal communications skills. Experience in computerized environments; MS Office; MS Project, Microstation, GPS/surveying software are assets. Must possess a valid Class 'G' Drivers Licence. Additional Details This position requires a valid Class 'G' Drivers Licence and proof thereof after hire.
