Job Description

Position Overview The System/Application Specialist, in partnership with other members of the Information Technology team is responsible for leading and coordinating activities in providing system maintenance, implementation and end user support for Cerner. This includesmanagement of interface between Cerner and other systems, analysis of the structure and processing of health information for decision making, and subsequent system build to support the automation of that processing. In addition, this position develops new views/reports of information for departments using data available in Cerner and other hospital databases, provide support to departments and end users and determine whether problems identified are procedural or program bugs to ensure a resolution. Primary Responsibilities: 1) Lead and execute for the overall ongoing analysis, design, implementation, testing, monitoring and support of selected applications, and be a resource to other team members for tasks including: - Captures/identification of business requirements, modelling work processes and information flows and transforms them to technical requirements and subsequently converts them to working solutions by configuring Cerner and other existing clinical applications or through development and implementation of newtechnology. - Monitors and maintains data quality and integrity, including analysis, troubleshooting and correction for problems that are detected. - Maintain data dictionaries, building databases, and programming interfaces - Ensures that clinical applications support patient confidentiality in accordance with PHIPPA (Personal Health Information Protection Act) legislation. - Provides support to end users of systems including but not limited to training and education to ensure appropriate, effective and safe usage and understanding of the clinical applications. - Process end user requests, and coordinates the execution of applications changes including planning pilot and full implementations of new features - Liaise with internal and external support organizations to meet the service level agreements for applications. - Coordinates processing, documentation and follow-up of required fixes, enhancements, testing and problem resolution, including working with the vendor. - Functions as a principal communication coordinator between end users, Information Technology, system administrators, vendors and management in order to identify system needs, modifications and/or issues. - Actively participates in benefits measurements and quality assurance audit activities including assisting managers to develop measurement tools and reporting results to applicable groups. - Perform data conversion and report creation - Develop and support integration/interface work with Cerner - Create and maintenance of troubleshooting documentation - Provide on-call support on rotational basis 2) Support the cost-effective operation of the hospital''s application infrastructure, meeting service level targets, by providing expertiseto monitor, document and fix problems regarding data, interfaces, application and usability: - Primary expert on three or more applications - Secondary support (backup to primary person) on at least two additional applications - Prepares operating procedures, writing documentation and troubleshooting problems. - Performs moves, adds, changes and maintenance as required. - Promptly handle problems assigned by the Help Desk, periodically provide status updates, and document the problem and resolution - Work effectively andprofessionally with vendors and track vendor performance. - Works with all relevant stakeholders to identify reporting, interface, custom scripts requirements, develop specifications, and define testing requirements for information retrieval from clinical systems. 3) Designs and builds enhancements to the Electronic Health Record, ensuring consistent integration across all business and clinical modules - Design, configure and maintain Cerner system - Design, developand deploy custom scripting, interface, rules, alerts and reports to facilitate clinical and business processes across the hospital - Leads the development and execution of system testing scripts including regression and integration testing for application upgrades. - Coordinates the development of a system/upgrade rollout strategy. - Establishes and monitors timelines and milestones in collaboration with project managers and sponsors. - Participate in the creation and improvement of standardprocesses for issue, support ticket and enhancement requests managements. Education Bachelor''s degree in Information Systems, Engineering or related discipline. - Master''s degree in Health Informatics, Information Systems, or related fields (preferred) Experience - Minimum 5 years'' experience in an IT related job with technical experience in problem solving and client technical support, directly related to software, preferably in a healthcare setting. - 5 years of programming experience in Microsoft SQL Server and ORACLE environment. - Experience with SQL language, Cognos report writer, Crystal Report and ODBC, Clinical Reporting using Cerner Command Language (CCL), Power Insight, Discern Rules and DA2 - Solid understanding with workflow analysis, requirements gathering, documentation and system design. - Knowledge and experience with Hospital Information Systems, experience with Cerner system preferred) - Solid troubleshooting, analytical and problem-solving skills. - Experience with HL7 interfaces. - Demonstrated leadership skills. - Ability to manage multiple priorities, project milestones and deliverables using standard project management tools - Effective verbal, presentation and written communication skills. - Strong people skills, team player, self-starter, motivated individual able to work with minimal supervision - Resourceful problem solver with excellent interpersonal and communication skills, including the ability to express technical ideas in plain English - Demonstrated ability to promptly handle problems escalated by the Help Desk, providing status updates, and documenting the problem and resolution - Solid understanding of testing methodologies and change management control - Ability to work with all levels of employees throughout the organization - Must be available for on-call shifts. - All employees of Michael Garron Hospital (MGH), a division of Toronto East Health Network (TEHN) formerly Toronto East General Hospital (TEGH)] agree to work within the legislated practices of the Occupational Health and Safety Act of Ontario. - All employees of MGH are responsible to contribute to a transparent culture of patient and staff safety by adhering to and abiding by patient and staff safety policies andprocedures set by MGH. - All employees are accountable for protecting the psychological health and safety of themselves and their co-workers through adherence to MGH''s policies and practices
