and strategic direction for the Community Services Department.Establish and maintain a leadership framework that promotes teamwork, accountability, continuous improvement, and service excellence.Lead, coach, supervise, and support departmental managers, fostering employee development and performance.Sponsor and lead high-level strategic, cross-functional, and transformational initiatives aligned with corporate priorities.Oversee and manage capital projects within the departments scope, including parks development and municipal facility construction and upgrades.Oversee the administration of the regional Community Health and Safety Plan.Direct the development and implementation of departmental policies, procedures, systems, and service delivery models.Build and maintain strong managers in the operation of their respective divisions and resolve operational and service delivery issues.Develop departmental service levels for Council approval and assess program effectiveness and cost efficiency.Provide sound judgement, discretion, and confidentiality in handling sensitive, political, and high-impact matters.Interpret and implement policies, bylaws, legislation, and regulations as required.LeadershipProvide executive-level leadership to a diverse, unionized workforce.Lead the department through periods of organizational and service delivery change.Oversee performance management, coaching, career development, recruitment, and succession planning.Strategically plan human capital and organizational design to meet current and future service needs.Engage with the community to understand concerns, address needs, and promote a positive municipal presence.Financial ManagementDevelop, implement, and manage the annual operating and capital budgets for the Community Services Department.Oversee capital planning and long-term financial sustainability for community assets and facilities.Monitor expenditures, forecast variances, and work closely with Finance on budget control and reporting.Ensure strong project management practices are applied to all departmental and assigned corporate projects.Contribute to the development and monitoring of key performance indicators.The Ideal Candidate:Four-year university degree required.Masters degree in Public Administration or Business Administration is considered an asset.Minimum of 10 years of progressive leadership experience within a municipality or comparable organization.Demonstrated experience leading large-scale, cross-functional, and transformational initiatives.Proven experience negotiating contracts and overseeing complex projects and programs.Strong background in strategic planning, long-term business planning, and organizational leadership.Demonstrated ability to build and maintain effective relationships with Council, staff, community partners, and other levels of government.Experience coaching, mentoring, and developing high-performing teams.Project management experience with medium to large-scale capital projects.Complimentary Experience:Strong understanding of recreation programming, facilities management, and community amenity development.Comprehensive knowledge of municipal regulations, legislation, policies, and governance frameworks.Excellent leadership, administrative, communication, and report-writing skills.Proven ability to manage change,
