Overall Job Responsibility As a member of the leadership team (LT), the Director, Corporate Services and CFO will participate in the tactical and strategic planning and enterprise risk management functions of the WECHU. The Director, Corporate Services and CFO will support the WECHU in addressing the Fiduciary Requirements noted under the Ontario Public Health Standards. This position reports directly to the Chief Executive Officer (CEO). Key Areas of Responsibility Provide strategic oversight to the Finance, Information Technology and Facilities Departments of the WECHU Provide leadership, support and guidance to the Manager of Accounting and Financial Reporting, the Information Technology Manager and the Facilities Manager. Prepare the annual administrative operating budget and present to the LT, the Finance and Audit Committee and to the Board of Health for approval Provide administrative support to the Finance and Audit Committee of the Board of Health Provide oversight to the Finance Team in the annual external audit for the Ministry of Health and the Ministry of Children, Communities and Social Services financial statements. Develop and maintain corporate policies and procedures Participate in the negotiation of collective bargaining agreements Provide timely and relevant information to facilitate the decisionmaking processes undertaken by LT, the CEO and the Board of Health through the CEO. Ensure compliance with the terms and conditions of Ministry/Board of Health Accountability Agreements Maintain a financial reporting system that enables the Board of Health to address all budgetary and financial reporting requirements of the Ministry of Health Comply with the financial requirements of the Board of Health as indicated under the Health Protection and Promotion Act Prepare and review annual service plan and budget submission to the Ministry of Health and Ministry of Children, Community and Social Services Prepare various Ministry reports including but not limited to: Standard Activity Reports by quarter, Quarterly Budget Variance Information Reports and Annual Reconciliation Reports Other duties as assigned Position Qualifications Education/Training and Experience A Bachelor's degree in Business Administration or Commerce, under Ont. Reg. 164/84 (HPPA Act); or equivalent knowledge and experience approved by the Minister of Health and LongTerm Care A Chartered Professional Accountant designation A minimum of 5 years progressive leadership experience in business management and administration, preferably within the public sector Strategic planning and analytical expertise combined with the ability to build and maintain effective working relationships Demonstrated experience in managing and overseeing IT and Facilities Departments Efficient and proven management style with the ability to prioritize and plan complex undertakings with a wide range of stakeholders in a flexible manner Understanding of reporting requirements for the Ministry of Health and the Ministry of Children, Community and Social Services Familiarity with Health Protection and Promotion Act, Ontario Public Health Standards and Protocols, Ontario Public Health Organizational Standards, Public Health Funding and Accountability Agreement Project Management experience is an asset Public health management and program leadership experience would be an asset Other Requirements Knowledge of MFIPPA, PHIPA, and record retention bylaws as it relates to health information Demonstrated interpersonal skills: wellestablished verbal and written communication abilities Experience in labour relations and maintaining a positive union management culture is preferred Demonstrated ability to be flexible, versatile, and/or tolerant in a changing work environment while maintaining effectiveness and efficiency Demonstrated excellence in interpersonal, organizational, and time management skills Demonstrated integrity and ability to maintain sensitive information confidentially Advanced computer skills with programs including Microsoft Word, Excel, PowerPoint, Outlook calendar; experience in Ceridian Dayforce an asset TB skin test A satisfactory vulnerable sector police clearance A valid Ontario Driver's Licence, access to a reliable motor vehicle during working hours and $2 million in liability insurance required Proof of Immunization for all Ontario publicly funded immunizations Grid 8 Entry Rate Step 2 Step 3 Step 4 Step 5 35 hr/wk $81.21 $83.47 $85.72 $87.97 $90.23 The Windsor-Essex County Health Unit is an Equal Opportunity Employer.
