ABOUT THE ROLE Reporting to the Superintendent, Conservation Parks Waterfront, this position supports the development and implementation of resource management, special event and recreation programs on authority owned and managed lands. Responsible for daily operations of the Conservation Areas in the absence of the Superintendent. This includes but is not limited to, buildings, facilities, trails, and public open spaces for liability, maintenance, customer service, enforcement, and public programming. QUALIFICATIONS University Degree or College diploma in parks management, resource management and/or outdoor recreation or other related studies. 3 years'' experience directly related to park operations, land care, asset management, facility management, and/or special events. 3 years supervisory experience required. Ability to be, or, designated as a Provincial Offences Officer. Must be able to successfully acquire a Police reference check for Vulnerable Sector Screening Program. Valid Ontario Class ''G'' driver''s license in good standing. Pleasure craft operators'' card. Chainsaw operator''s certification would be an asset. Valid Standard First Aid Level C +AED. Required to work various shifts including weekends and holidays during peak operating seasons. Ability to work outdoors in adverse weather conditions. Knowledge, Skills and Ability Ability to provide solution-oriented results using critical thinking, creativity, problem solving and collaboration. Effective leadership skills to inspire motivation, confidence and initiative in team members. Strong interpersonal skills and ability to work well with people. Strong written and oral communication skills. Good working knowledge of relevant Health and Safety legislation, regulations, programs, policies and procedures. Good working knowledge of the Trespass to Property Act, Conservation Authorities Act and Regulations, Occupier''s Liability Act and other relevant legislation. Excellent customer service skills and ability to de-escalate high conflict situations involving the public and/or staff. Ability to, use Microsoft Office software, GPS units, Apple iPhones, reservation software and point of sale systems. SUMMARY OF MAJOR TASKS Conservation Area Operations and Maintenance Supervise Conservation Area contract and hourly staff, and volunteers on weekends and holidays in the absence of the Superintendent during peak seasons. Perform the hiring, training, evaluation and motivating of seasonal staff. In collaboration with the Superintendent, implement grounds, building, facility and equipment maintenance and prepare cost estimates for maintenance projects. Support daily maintenance, operations, and program delivery and provide excellent customer service. In collaboration with the Superintendent develop weekly, monthly, and seasonal work plans for Conservation Area staff, contractors, and volunteer groups. Prepare, review, and/or advise on the development and implementation of safe working procedures, operational policies, emergency plans, and third-party agreements. In the absence of the Superintendent coordinate and execute preparation and response to extreme weather events in accordance with operational policies. Research, source, and purchase materials, supplies, and services in accordance with CVC''s Purchasing Policy. Maintain good internal communications and positive contacts with external groups, agencies, and the local community and stakeholders. Participate in the flood watch/warning program. Conservation Area Programming and Special Events Support daily maintenance, operations, and program delivery while providing excellent customer service. Participate in the planning of CA programs. Execute the operation of Conservation Areas special events in collaboration with relevant interdepartmental staff. Participate in the promotion of Conservation Areas and other CVC related activities. Research and provide input to develop new programs and events and improve existing programs. Research rental equipment and create proposals for consideration. Enforcement Adhere to the CVCA Enforcement program as identified in the ''Principles and Polices'' and ''Procedures'' documents. Ability to be or is designated as a Provincial Offences Officer. Enforce Conservation Authorities Act/Regs and Trespass to Property Act. Issue verbal and written warnings, offence notices, prohibitions, and evictions when appropriate. Respond to and de-escalate visitors engaging in aggressive or abusive behaviour. Provide on-call before and after hour service response as required. Document occurrences and infractions to support prosecution of offenders and testify in court as required. Administrative Duties Maintain current and past training records for hourly staff and volunteers in accordance with the Ministry of Labor and Occupational Health and Safety Act. In the absence of the Superintendent, respond, document, and report visitor and client concerns In collaboration with the Superintendent, prepare cost-analysis for goods and services provided to ensure fiscal responsibility. Maintain and submit records and reports relating to areas operations, programming, and special events as directed. Other duties and projects as appropriate to the position.
