Job Overview: We are seeking anexperienced Permits Leadto join our team. In this senior role, you willlead our Permitting departmentfor telecom infrastructure projects. The ideal candidate has a proven track record in preparingmunicipal consent (MC) and utility permit drawingsfor fiber optic or telecom projects, and is ready totake charge of a teamof CAD technicians. You will be the go-to expert for ensuring all permit plans meet municipal guidelines and are completed efficiently,without the need for micromanagement. This is a hands-on leadership role for someone who can both draft at an expert level and coordinate people and processes Key Responsibilities: Prepare and Oversee Permit Drawings: Create and review permit drawing sets (underground and aerial) using AutoCAD for various municipalities. Ensure all plans adhere to local municipal standards and client specifications. Typical plans include Municipal Consent drawings , and specialty crossing details (railway, highway, creek, etc.). Lead the Permitting Team: Manage a team of permit drafters. Delegate drafting tasks, set quality standards, and provide mentorship. Train junior drafters in best practices for permit plan preparation and municipal compliance. Perform quality control (QC) on drawings completed by others to maintain a high standard of accuracy and consistency. Permit Application Management: Complete and submit utility permit applications to cities and other authorities. Track multiple permit submissions across different jurisdictions, keeping a detailed log of statuses and expiry dates. Proactively follow up with municipal reviewers to obtain approvals or address comments. Data Validation and Integration: Gather and utilize various data sources to produce accurate plans. This includes interpreting civil design plans from our engineering team, incorporating open data/GIS maps (acknowledging their limitations), and leveraging field survey data, utility locate reports, and city provided plan & profile drawings. Combine these inputs to ensure that permit drawings reflect ground truth conditions. Adapt to Diverse Guidelines: Quickly learn and apply the permit drawing requirements for each new city or region we work in. Modify Vistechs drawing templates or approaches as needed to meet different municipal formats without extensive guidance . Ensure that submissions fulfill all local criteria on first attempt, minimizing revisions. Issue Resolution: Identify and resolve utility conflicts or design issues before submitting permits. For example, if a proposed cable route conflicts with existing utilities, coordinate with the design engineers to adjust the alignment or depth. Work with construction managers on any permit related field adjustments. Address any permit rejections or requested changes by authorities swiftly and effectively. Cross-Functional Coordination: Collaborate closely with project managers, design engineers, and construction teams to align permitting activities with project timelines. Communicate permit statuses, lead times, and any risks to schedules. Engage directly with clients or external partners as needed, representing Vistechs permitting expertise in meetings or calls. Continuous Improvement: Stay up-to-date on industry best practices and regulatory changes in the telecommunications permitting space. Refine our internal processes for permit preparation and submissions. Develop job aids or checklists for the team to improve efficiency and ensure nothing is overlooked. Qualifications: Experience: Minimum 5+ years of experience in telecommunications permitting or utility drafting. Strong background in preparing permit and municipal consent drawings for telecom or similar utility projects is required . Experience in a lead, senior CAD, or coordination role is a strong asset (you have led projects or teams before). Technical Skills: Expert user of AutoCAD (2D) able to produce and edit drawings quickly, set up paper space/model space layouts efficiently, and manage Xrefs and layers competently. Familiarity with GIS tools (e.g., ArcGIS) and capability to read engineering design prints. Proficiency in Microsoft Office (Word, Excel) for documentation and tracking. Knowledge: In-depth understanding of permitting processes and regulations. Knowledge of Ontario municipalities permitting standards is highly desirable (experience with GTA area cities MC processes, etc.). Exposure to permitting outside of Ontario (other provinces or countries) is a bonus. Understanding of utility locate documentation and ability to interpret survey data. Leadership & Soft Skills: Demonstrated ability to lead and mentor a team . Excellent communication skills, both written and verbal, able to correspond professionally with municipal officials and to guide junior staff. Highly organized and able to juggle multiple permits/projects simultaneously without losing detail. Problem-solving mindset, you can navigate complex, sometimes ambiguous regulatory requirements and find a path to compliance. Education: Diploma or degree in a relevant field is preferred (Civil Engineering Technology, Architectural Technology, etc.), but extensive relevant experience and a track record of success are most important. Other: Valid drivers license and willingness to travel occasionally to project sites or municipal offices in Ontario (as needed for permit pickups or site meetings). Fluent in English.
