You serve as a high-level subject matter expert, providing strategic guidance to management and HRBPs on complex regulatory landscapes. You will be responsible for the end-to-end execution of HR programs, from drafting bilingual policies to conducting complex investigations and filing mandatory government reports. This role requires a 'doer' who possesses deep technical knowledge of provincial and federal labor laws and can navigate high-stakes operational tasks with total independence.## Job Description**Responsibilities:*** Develop, implement and update HR policies and procedures in compliance with current and new applicable federal and provincial laws and regulations, and ensure that all policies and procedures are up-to-date and effective. (English & French)* Conduct workplace investigations for employee complaints: conduct interviews, gather evidence, write the final findings reports, and draft disciplinary letters.* Act as the lead liaison for government agencies including CNESST, Provincial Labour Boards, Accessibility for Ontarians with Disability (AODA), and the Federal Contractor Program.* Manages Federal Contractor Workforce analysis, identifies gaps, make goal recommendations, create and implement action plans, submit to Management and government.* Conduct Pay Equity analysis and reporting (Quebec, Ontario and BC) as required by the respective provincial government.* Chair the Francisation Committee, managing all documentation and submissions to the OQLF to maintain compliance in Quebec.* Serve as the trusted HR advisor for HR Business Partners, management and employees, providing expert interpretation of company policies and Canadian labor standards to resolve complex inquiries, ensure procedural fairness, and promote a culture of transparency and compliance.* Assist with Canada Mergers and Acquisitions, including creating offer letters, mapping benefit plans, and conducting employee onboarding presentations.* Manage the involuntary termination process, including creation of cost sheets, severance agreements and packages. Work with legal counsel to prepare required documentation for negotiations and finalizing settlements.* Partner with the Immigrations Lead on Canadian immigration program including LMIA documentation and country moves, as needed.* Drive the continuous improvement of HR workflows by designing and deploying streamlined procedures and bilingual documentation that enhance departmental efficiency and elevate the employee lifecycle experience.* Ensure all individual employment contracts, offer letters, and training materials are compliant with Bill 96 requirements for Quebec-based employees.**Technical & Strategic Skills*** Multi-Jurisdictional Compliance Mastery: Comprehensive knowledge of Canadian federal and provincial labor laws, with a proven track record of managing mandatory reporting (Pay Equity, AODA, Federal Contractor Program) across multiple provinces including Quebec, Ontario, and BC.* End-to-End Policy Development: Expert-level ability to research, author, and implement HR policies and standard operating procedures (SOPs) from the ground up with total independence and minimal supervision.* Bilingual Communication Excellence: Ability to synthesize complex legal or corporate concepts into clear, actionable guidance for stakeholders at all levelsfrom frontline employees to senior leadershipin both English and French.* Advanced Conflict & Dispute Resolution: Skilled in conducting workplace investigations, managing progressive discipline, and negotiating settlements, using sound judgment to balance organizational risk with employee relations.* Project & Time Management: High-capacity multitasker capable of managing competing priorities, such as corporate program rollouts, while meeting strict government and internal deadlines.### **Core Behavioral Competencies*** Autonomous Problem-Solving: A resourceful self-starter who operates as an 'internal consultant,' providing workable solutions to complex HR issues without needing tactical direction.* Integrity & Professionalism: Unwavering commitment to confidentiality and ethical conduct, particularly when handling sensitive employee data and legal documentation.* Relational Leadership: A natural ability to build consensus and maintain collaborative relationships across diverse departments, acting as a trusted SME for HR Business Partners and managers.**Requirements*** Education: Bachelors Degree in Human Resources, Business, or Law. Will consider a Diploma in Human Resources plus direct HR experience.* Experience: 7+ years of progressive HR experience, specifically in a multi-provincial Canadian environment (High-tech sector preferred).* Language: Native-level fluency in English and French (written and verbal) is mandatory.* Certification: CPHR, CHRP, or CRHA designation (or in progress) is highly preferred.Target Base Salary Range: 90,000 - 110,000 CAD *Consistent with Motorola Solutions values and applicable law, we provide the following information to promote pay transparency and equity.
