Position Summary The Director of Finance & Treasurer, who reports directly to the CAO, serves as the Municipalitys chief financial executive and statutory officer. This position oversees the stewardship, integrity, and strategic management of finance, Information Technology (IT), insurance and risk management, and customer service functions within the organization. As a member of senior management, the Director of Finance & Treasurer offers leadership in all financial matters, ensuring programs and services are delivered efficiently and effectively by the organization. This position maintains compliance with relevant legislation, accounting standards, and Council-approved policies. Responsibilities Strategic Financial Leadership Performs the statutory duties of Treasurer under the Municipal Act including ensuring the integrity of financial practices, and associated reporting, banking, investment, and reserves funds administration. Acts as signatory on disbursements and corporate contracts and agreements. Develops and recommends fiscal strategy that facilitates the Municipalitys strategic objectives including providing advice to Council and staff on budget and funding alternatives, financial planning, and potential revenue opportunities. Manages the development of the corporate consolidated annual operating and capital budgets, as well as multi-year financial plans, forecasts and strategies inclusive of taxation and utility rate impacts. Develops operating and capital spending strategies to inform annual expenditure reduction targets. Oversees debenture process for the Municipality inclusive of analysis of cost of financing options and ensuring compliance with the Municipal Act. Manages the Municipalitys reserve and reserve funds. Oversees development charges billing and collection, ensures compliance with by-laws, coordinates updates to by-laws and related studies, and manages grants and incentive programs. Leads investment management decisions in compliance with policy and legislation. Department and Corporate Administration Leads and oversees the management of the portfolio, encompassing finance, IT, insurance and risk management, as well as customer service to ensure optimal performance across all functions. Reviews and evaluates processes within areas supervised and corporate financial systems to ensure practices are consistent and coordinated among departments, reflect current best practices in financial management, and deliver excellence in customer service. Develops and recommends a comprehensive and integrated corporate IT strategy, in consultation with the senior management team, and that aligns with strategic direction and municipal leading-edge practices. Note: Middlesex Centre IT services are provided through Middlesex County. Leads and oversees IT services, web and e-service expansion, and acquisition of IT-based systems that foster optimal service delivery. Ensures policies and backup contingencies are in place for continuity and stability of IT infrastructure and service, and security of data. Oversees and monitors corporate purchasing including recommendation of purchasing policies, authorities, and by-laws in consultation with the CAO and senior management team, and development and implementation of purchasing procedures and bid/tendering processes that uphold the principles of fair and transparent procurement in the public sector. Oversee the Municipalitys insurance and risk management program, ensuring appropriate coverage and effective claims administration. Identify and mitigate corporate risks, review contracts for risk exposure, and recommend policy updates. Assesses departmental staffing needs and recommends complement amendments and organizational structure changes, participates in recruitment processes, and makes effective hiring and promotion decisions. Manages departmental staff, ensuring effective staff development (e.g., performance management, coaching and mentoring, discipline) and engagement (e.g., rewards and recognition). Assigns work activities, projects, and programs; reviews and evaluates methods and procedures; meets with department staff to identify and resolve problems. Ensures staff are focused on corporate values. Ensures compliance, training and staff supervision pertaining to applicable employment and health and safety legislation, (e.g. WHMIS, Occupational Health & Safety Act, Employment Standards Act, Ontario Human Rights Code, Workers Compensation Act, etc.). Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures. Other Responsibilities Works with the CAO and senior management team to monitor activities and agreements with service partners affiliated with the Municipality to promote and protect the Municipalitys financial and other interests. Builds and maintains cooperative relationships with partner organizations, agencies, and intergovernmental bodies to support collaboration on shared priorities. Prepares reports, recommendations, and by-laws, and attends Council, committee, community and other public meetings as required; makes presentations and provides guidance on the financial services portfolio. Develops, reviews, implements, and revises policies, procedures, administrative and financial processes, establishes department service levels performance measures, and meets statistical information requirements. Serves as a member of the Emergency Control Group. Acts in the absence or on behalf of the CAO, as assigned. Undertakes special projects and performs other duties as assigned, in accordance with corporate objectives. Qualifications & Experience Education University degree in a relevant field of study, such as finance, commerce, business, or equivalent post-secondary education. Professional accounting designation Chartered ProfessionalAccountant (CPA)is required. Eligibility for full membership in the MFOA professional association. Experience 10-15 years of progressive experience working in a senior level leading a broad range of financial services within a complex and multi-service organization. Experience leading in a municipal or broader public sector organization is preferred. Skills & Abilities Excellent interpersonal, project/time management, analytical, communication, presentation, problem-solving, facilitation, negotiation, political acumen, and staff leadership and supervisory skills. Working knowledge of the following legislation, regulations, or requirements including but not limited to: Development Charges Act, Municipal Act, Ontario Planning Act, Public Sector Accounting Standards (PSAS) . Demonstrated knowledge of budget planning, financial forecasting, reporting, and analysis in a multi-stakeholder environment. Strong understanding of internal controls, audit processes, and public sector financial practices. Thorough working knowledge of legislation/regulations; contemporary issues facing local government in Ontario and particularly those in an urban growth environment; provincial/federal funding programs; IT prevalent in the municipal sector; public sector procurement practices; customer service excellence principles and techniques; and contemporary leadership and staff management practices. Understanding of word-processing, spreadsheet, presentation, and database software; financial information systems and payroll applications; human resources information systems; web/e-services in a municipal environment; the Internet as a research tool; and network and records security management. Other Requirements Minimum of a valid Ontario class G drivers license in good standing. Criminal Records Check Hours & Conditions of Work Normal work hours are 37.5 per week, Monday to Friday. Occasional work outside of normal business hours will be required to attend evening or weekend meetings or events, or to accommodate deadlines and work projects. This position primarily works at the municipal office located at 10227 Ilderton Rd. in Coldstream, Ontario. Compensation Middlesex Centre offers a competitive salary and a comprehensive employee benefit plan, including participation in the OMERS pension plan for this position. Compensation for this position is currently $154,147.50 to $183,514.50 per year.
