Job Description

The Organizational Learning and Development Program Lead is responsible for supporting various teams in the development and ongoing improvement of Technical Safety BCs employee learning and development programs. Leads an assigned learning programs vision and direction to align with the organizations strategy, initiates overall program activities, and partners with leaders and the People team to support team performance and succession planning. The Lead is also responsible for coaching and mentoring Learning team members to execute training program needs. Job Details Status: Regular, Full-Time, Union Number of Positions: 1 Pay Grade: 18 (Starting at $58.32/hr) Location: Vancouver, BC (Hybrid) Reports to: Leader, Learning Responsibilities Oversee assigned learning programs and coach and mentor Learning team members to execute training program needs. Liaise with key stakeholders to identify program improvements and organizational learning needs by recommending and implementing program changes, drafting business cases, assisting in the development and socialization of roadmaps, establishing criteria for program evaluation, and executing work plans with key internal stakeholders. Oversee designated corporate and assigned program areas to support the implementation of training, development and maintenance, and ongoing skill and competency development. Draft project plans for the team to ensure project completion within defined timelines, outlining work responsibilities, project tasks, key deliverables, timelines, and managing project team members while reporting on project status. Identify training budget needs. Assist with the development of measures, operational metrics and annual budget. Oversee contracts and contractor performance. Initiate collaborative dialogue and work with all departments across the organization to ensure program activities are consistent and support the direction of the assigned program. Facilitate training to develop and grow the skillset of high performers and leadership team members. Work closely with other members of the Human Resources (HR) team to develop and implement talent management practices that integrate HR functions and address issues and opportunities. Contribute to the organizational employee development framework, career paths, and learning paths for current and future competence needs. Design and implement assessments for selection, development, and performance evaluation and may represent HR in the selection process. Work with Leaders and HR Business Partners to assess and diagnose employee performance gaps/opportunities and advise on learning strategies and development plans. Partner with stakeholders to identify and assess program risks and support the development and implementation of risk management options related to training. Set criteria for program reports, analyze and act based on business intelligence data and information to assess program effectiveness, interpret findings, and develop recommendations for program improvements. Prepare and present reports including learning and recommendations for improvement. Proactively identify critical issues as they emerge, propose resolutions, and celebrate achievements. Qualifications A relevant degree in education (masters degree preferred), or a combination of education and experience in the development and delivery of corporate training programs and experience leading learning programs, supplemented by a minimum 5 to 7 years related experience. Experience in the design, development, and presentation of education material for diverse audiences, knowledge of online delivery mechanisms and experience in a variety of delivery methods (in-person, e-learning, self-directed, etc.). Experience in managing complex projects, instructional design and adult learning environments. Experience in planning and managing multiple concurrent internal projects across a range of learning programs, including ability to balance work priorities with limited resources, with excellent organizational skills and attention to detail. Heightened sensitivity to equity, diversity, inclusion and accessibility issues, and their impact on learning content development, engagement and learning needs. Advanced change management skills, including the ability to influence others, both externally and internally, to embrace initiatives and allocate resources to specific projects. Consultation experience with diverse group of leaders in strategy alignment. Advanced oral and written communication, including facilitation and public speaking skills. Advanced analytical, problem-solving and decision-making skills to identify, assess and take action to address challenges, manage change and foster integrated solutions. Selfmotivated to work independently and collaboratively. Excellent technology and software skills including MS Office, learning management systems and course authoring tools (e.g., Articulate or Adobe Captivate). Relationship Builder & Project Manager Managed a portfolio with multiple projects and stakeholders, overseeing planning, resources, client and stakeholder relationships through to execution and maintenance of the programs. Selfmotivated Passionate about the work and takes initiative to discover needs, propose solutions and support the teams and learning needs of the assigned program. Additional Requirements This role requires the ability to travel across BC and will need to be available to attend in office up to 25% of the time.
