ABOUT THE ROLEThe EMO Director & Fire Chief provides strategic leadership, operational command, and administrative oversight for all municipal emergency management and fire services.This role ensures compliance with the New Brunswick Emergency Measures Act, Fire Prevention Act, municipal bylaws, and applicable provincial standards. The successful candidate will lead emergency preparedness planning, incident command, fire suppression operations, fire prevention programming, training, and departmental administration.This position works closely with Municipal Council, NB EMO, the Office of the Fire Marshal, Woodstock Police Force, RCMP, Public Works, regional partners, and community stakeholders.JOB DUTIESDevelop, maintain, and update the Municipal Emergency Management Plan (MEMP)Conduct hazard, risk, and vulnerability analyses (HRVAs)Lead emergency preparedness planning, continuity of operations, and evacuation protocolsActivate and manage the Emergency Operations Centre (EOC) during emergenciesProvide leadership under the Incident Command System (ICS)Serve as primary liaison with NB EMO, RCMP, provincial agencies, and emergency partnersLead public education initiatives and emergency exercisesProvide command and oversight of fire suppression, rescue, hazardous materials response, and medical first response (if applicable)Establish operational policies, procedures, and standard operating guidelinesOversee fire inspections in accordance with provincial legislationDevelop and deliver firefighter training programs aligned with NB Firefighter Training StandardsEnsure operational readiness of personnel, equipment, stations, and apparatusLead overall department administration and policy developmentPrepare and manage operating and capital budgetsOversee payroll, purchasing, procurement, and asset lifecycle planningManage mutual aid and service agreementsSupervise personnel including scheduling, labour relations, recruitment, and performance managementEnsure compliance with Occupational Health & Safety legislation and Workers Compensation requirementsReport regularly to Council, the CAO, and the Fire BoardEXPERIENCE, SKILLS & CERTIFICATIONS REQUIRED810 years of progressive experience within a Fire ServiceMinimum 5 years in a senior officer, supervisory, or command roleExperience in a municipal or governmental environment considered a strong assetDemonstrated experience leading emergency responses and developing emergency management plans preferredStrong knowledge of the NB Emergency Measures Act, Fire Prevention Act, and provincial fire codesProven leadership, decision-making, and crisis management abilityStrong communication skills and ability to work effectively with elected officials, volunteers, and provincial partnersExperience in budgeting, reporting, and departmental administrationProficiency in Microsoft Office applications (Outlook, Word, Excel)NFPA 1001 Level II (required)NFPA 1021 Level I or II (preferred)Basic Emergency Management (NB EMO) certification required or obtained within 12 monthsICS 100 and 200 required; ICS 300 and 400 preferredValid unrestricted drivers license (Class 3 with Air Brake endorsement may be required)A satisfactory Criminal Record Check is required prior to employment and throughout the term of employment.If you have questions about this opportunity, please reach out to Chantal Shaw at [email protected] thank all applicants for their interest.
