The BC SPCA is a dynamic organization with facilities and services across the province of BC. This temporary position reports to the Chief People Officer and will be completing important Payroll tasks/analysis to help us evolve to higher levels of functioning. You will be part of a larger, bustling team that also performs volunteer resources and various other exciting organizational support duties. You will ensure the organization is supporting the people who get paid to support the animals in our care. Your work is grounded in payroll best practices, legal/collective agreement compliance, and based on organizational current and future needs. Ideally, you are a pro at using Dayforce, which is the HRIS we use. You will work closely with the existing Payroll Team over a period of 6 months. This position will be part of our Provincial Office team based out of Vancouver and is intended to work a hybrid role (2 days/week in office), but we are open to considering candidates located anywhere in the province of BC. Actual hours of work during the day are flexible as long as you can commit to our core hours of 9:30am-2:30pm. Some specific duties include: Payroll Procedures Analysis & Documentation (80%): In collaboration with the Payroll Team, observe end to end payroll processing for all employee groups over a series of pay periods. Draft a Payroll Procedures manual template. Once the template is approved, capture the details of current payroll procedures and consult with Payroll Team to ensure accuracy. Provide recommendations for consideration around enhancing the effectiveness of the payroll processing process including in the areas of system set up, enhanced reporting, work flows, roles and responsibilities, payroll changes, and key controls. Complete a risk assessment to contribute to a departmental and organizational risk register as it related to payroll matters generally. Provide recommendations on potential training around payroll to improve compliance across the organization from individual contributors accessing the system to managers approving payroll to system administrators of the Dayforce system. Analyze the challenges and opportunities involved in better integrating Dayforce and Vena to ensure seamless transfer of required information between People Services and Finance (e.g. GL codes, position tracking, etc). Provide ideas, recommendations and coaching as required. Assist the Chief People Officer and other members of the People Services team with an analysis of enhanced Dayforce capabilities both within the existing modules as well as on potential additional modules that could improve users experience and organizational effectiveness. Provide recommendations on priority areas and potential timelines for consideration. Performs other duties as assigned. Qualifications you need to have: Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) designation, plus 8-10 years experience processing or consulting on payroll in a complex, unionized environment, using Dayforce as an HRIS/payroll system; or an equivalent combination of education and experience acceptable to the Employer. Expert-level knowledge of payroll legislation and regulatory requirements under Canada Revenue Agency (CRA) and Employment Standards in British Columbia. Proven ability to read and interpret payroll obligations under collective agreements. Experience setting up and/or reconfiguring an HRIS/payroll system, ideally Dayforce. Strong communication and relationship skills and ability to work with internal and external parties at all levels and from diverse backgrounds in a positive, respectful and non-judgmental manner. Exceptional attention to detail and problem solving abilities. Strategic thinker with a strong focus on process and continuous improvement. Demonstrated ability to organize work, meet priorities and to work within a demanding work schedule with minimal supervision. Demonstrated ability to use technology effectively.
