Job Description

Overview The Director of Housing (Fraser Region) is responsible for directing and coordinating housing programs for Coast Mental Health in the Fraser Region, setting direction for the Division, and directing the operation of Managers (exempt staff) who provide a wide range of supportive, supported, enhanced, and independent housing programs. The Director sets the direction for the department in the Fraser Region and collaborates with the Programs Leadership Team, including the Director of Housing for the Vancouver Coastal Region, to uphold organizational excellence, advance mental health care through housing, and increase impact through continuous improvement and growth. Reporting Reports to the Senior Executive (Chief level) Member of the Senior Leadership Team Sits on key internal committees and working groups Oversees excluded staff at CMH sites in the Fraser Region Key responsibilities Ensures that operations are managed and operated in accordance with Coasts Mission, Vision, Values, Policies and Procedures Strives toward achieving Best Practice Standards for area of responsibility Ensures that site operations are in accordance with all relevant legislation Ensures that service and support are provided in accordance with the principles and philosophies of psychosocial rehabilitation and recovery and trauma-informed care Leadership Develops a vision and operational plans for the Division consistent with Coasts Strategic Plan Identifies, assesses and informs others of internal and external issues that affect this program area Sets direction and fosters effective teamwork Acts as a Coast representative on behalf of this area of responsibility Represents the program area at community activities to enhance the organization''''s community profile Communicates with stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization Establishes good working relationships and collaborative arrangements with community groups, funders, local politicians and other organizations to help achieve the goals of the organization Operational Planning and Management Develops and implements an operational plan that incorporates goals and objectives contributing to the strategic direction of the organization Ensures that the operation of the division meets the expectations of funders and other regulatory bodies, including BC Housing, Accreditation Canada, and various Health Authorities Oversees the efficient and effective day-to-day operations of the department Drafts policies for approval and develops new standards; prepares procedures to implement departmental policies, reviews existing policies on an annual basis, and recommends changes as appropriate Ensures that files are securely stored and privacy/confidentiality is maintained Establishes partnerships with Education Institutions for the placement of practicum students Program Planning and Management Develops and implements overall program goals Oversees the planning, implementation and evaluation of the Divisions programs and services in accordance with Coasts strategic plans; provides continuity between sites and different client types Ensures that the programs and services offered by the Division contribute to the organization''''s mission and reflect the priorities of the Society Monitors day-to-day delivery of the programs and services to maintain or improve quality Oversees the planning, implementation, execution and evaluation of special projects, e.g. review of medication practices and BC Housing Operational Reviews Acts as a member of the Accreditation Committee as assigned Program Development Researches funding sources and assists in proposals for new initiatives Responds to Expressions of Interest or Requests for Proposals from Health Authorities, BC Housing, municipalities, and other organizations; supports other program areas by developing and submitting proposals which increase the funds of the organization and the number of programs Participates in the development of new programs Human Resource Planning and Management Establishes a psychologically safe, positive and healthy work environment in accordance with appropriate legislation Determines staffing requirements and helps ensure appropriate staffing levels are maintained Interviews, selects, hires, orients and trains employees, volunteers and/or students Supervises staff, volunteers and/or students and monitors workloads on an ongoing basis Monitors the performance of managers. Completes probationary and regular annual performance reviews with employees. Supports managers in their discussions on performance concerns and supports in conjunction with HR action plans when required Provides ongoing support, coaching/mentoring, recognition and direction to Division staff and management to enable them to achieve a high standard of practice Ensures that ongoing professional development and training is provided for employees Interprets and ensures compliance with the Collective Agreement; participates in the grievance process as a management team representative; initiates progressive discipline up to and including suspension and termination of employment in conjunction with Labour Relations; ensures appropriate documentation is prepared Ensure their department completes payroll in a timely manner Participates in the development and administration of policies, procedures, and guidelines Financial Planning and Management Works with the Controller to provide oversight of and manage budgets in the division In collaboration with the Senior Executive Team, supports securing adequate funding for operations from sources such as BC Housing and Health Authorities Participates in fundraising activities as appropriate Approves expenditures within the delegated authority; administers the funds of the organization according to the approved budget and monitors monthly financial statements Ensures the division and programs operate within allocated budgets; identifies causes of variances, provides solutions, and ensures implementation of necessary changes in a timely manner Strategic Planning Builds Coasts Operational plan into various business processes such as the development of annual goals and work plans Provides regular feedback about the current Strategic Plan to the Senior Executive Team Looks for opportunities to keep external contacts informed about the Strategic Plan, including government representatives, BC Housing, Health Authorities, funders, clients, and Coast Mental Health members Related Responsibilities Participates in the development of Coasts Policies and Procedures Assumes responsibility for other related duties / special projects / business issues as identified and as requested by the Senior Executive Team Participates in the preparation and/or coordination of Accreditation documents and ensures that balanced scorecard indicators and measurements are developed and regularly reported on Acts as an On-Call Critical Incident Lead for Coast on a rotating basis; attends sites in the event of a death or a sentinel event as required and supports Managers to arrange for debriefing Education Bachelors level degree in Arts, Social Sciences, Social Work, Business Management or related field or a combination of experience and education acceptable to Coast Certification Current First Aid/CPR certificate Valid B.C. Drivers License and must have access to a reliable vehicle Successful completion of a Criminal Records Check Experience 7-10 years experience in Supportive Housing 5+ years supervisory experience Knowledge, Skills, & Attributes Sound knowledge of mental illness, treatment modalities (including medications) and rehabilitation practices Good understanding of the specific needs and challenges experienced by mental health clients; knowledge of program development with clear outcome measures and evaluation techniques Sound knowledge of the best practices in mental health and supportive housing Working knowledge of all related legislation and Collective Agreements Financial management and computer proficiency About Coast Coast Mental Health (Coast) is one of the largest mental health non-profit societies in Canada and operates a large array of innovative housing and community-based rehabilitation services for people with a mental illness living in and around Vancouver.
