Manager, Special Accounts The Manager, Special Accounts, is responsible for the daytoday management of the Commercial Services Administration department and team, and for providing leadership related to the management of nonperforming and substandard retail & commercial credit. Service excellence will be demonstrated by the effective collection of delinquent loans, mortgages, lines of credit, overdrafts and chargebacks referred to the department. The Manager is accountable for guiding results within the team by providing support and direction to staff to mitigate credit and fraud losses through proactive management of delinquency, foreclosures / collection activities and loan recoveries, while recognizing the need for creativity and imagination in developing solutions that reflect the best interests of both the member and the Credit Union. Credit & Collections Management Proactively direct the management of delinquency, foreclosures, and loan recoveries. Develop, implement, and maintain policy/procedure to resolve / mitigate risk and loss for problem loans. Provide creative solutions that reflect the best interests of both the member and the Credit Union. Escalate issues outside policy to the Director, Commercial Credit and the SVP, Risk Management, with recommendations. Administration and Reporting Responsible for the review and accuracy of monthly and quarterly reports on delinquency, impaired loans, foreclosed properties, loan recoveries and any other information as required. Recommend restructuring options of existing credit requirements for retail and commercial. Make recommendations for loss provisions and/or writeoffs. Relationship Management Guides and directs branch staff to ensure delinquent members are contacted promptly with the aim being to resolve overdue accounts in a manner that respects the values and social purpose of CSCU. Directs communications with members, commercial syndication partners and other parties as required to facilitate resolution of nonperforming loans, including proactive communication and management of legal counsel. Process Improvement and Risk Management Actively looks for efficiencies in policy and procedures and champions these changes within the department and the Credit Union. Acts as a resource to other areas by providing input and analyzing risk on credit policy, procedures and products. PostLoan Reviews Leads and conducts postloan review processes for retail and commercial lending facilities. Examines compliance with credit procedures and overall creditworthiness. Report findings and risk mitigation and remediation recommendations to senior management and relevant committees. Project Coordination Support / project manage corporate initiatives as assigned and proactively identify areas of significant risk to the Credit Union, managing the project from initiation to close. Required Skills & Abilities Technical Skills Proficient knowledge of spreadsheets, work processing, and other workrelated computer programs/systems. Proficient knowledge of the banking system / previous experience with banking systems. Must have and maintain expert knowledge of legislation regarding credit and creditrelated matters to minimize the risk to the credit union, including potential class action suits. Good understanding of the Personal Property Security Act, Business Practices and Consumer Protection Act, Mortgage Act, Interest Act, Small Claims Court procedures, Personal Information Privacy Act, Bank Act, Bankruptcy and Insolvency Act and relevant aspects of the Criminal Code. Knowledge of real estate conveyancing. Ability to deal with law firms regarding foreclosure / collection activities, litigation and policy and procedures as it relates to the law. Combination of analytical, decision making and decisiveness skills required. Realization / collection experience and/or Commercial Lending experience is a necessity. Behavioral Skills Excellent communication and presentation skills, and comfortable in dealing with personnel from all levels of the credit union. Strong management and interpersonal skills. Curiosity and comfortable sharing ideas and opinions, contributing to collaboration and solutions development across the organization. Welldeveloped problem solving, negotiation, conflict resolution and influencing skills. Proven ability to develop win / win solutions through innovation and collaboration skills. Education & Experience Bachelors Degree or a diploma requiring 34 years of fulltime study. A degree in Business Administration or related courses are preferred. Successful completion of recognized supervisory or management courses. Previous management and/or supervisory experience is also required. Minimum 79 years direct experience in lending. Must have in-depth knowledge of Retail & Commercial Credit and must be current in terms of market underwriting practices. Audit experience is considered an asset. Proven experience in delinquency and collection practices, policies, procedures and legal requirements, commercial underwriting, corporate credit analysis, regulatory knowledge, negotiating, and risk management preferred.
