Job Description

The ILGP will reduce the cost of capital for Indigenous groups across the country and support their ability to raise capital to invest in, and become commercial partners in, major projects across a diverse sector base. About CILGC CILGC is a wholly owned subsidiary of CDEV established in December 2024. CILGC is responsible for: conducting outreach and engagement with Indigenous groups; screening and prioritizing applications; reviewing, analysing and diligencing prioritised applications; negotiating, issuing and administering loan guarantees; and monitoring and managing the portfolio of loan guarantees. CILGC engages with applicants to refine proposals and ensure they meet rigorous standards of financial and commercial viability and align with the programs objectives. With the recent hiring of its inaugural CEO, CILGC is continuing to build out its team of dedicated staff, whilst CDEV will maintain its provision of support, including due diligence, portfolio management, governance, communications, and other corporate functions, as needed. Position Overview CILGC is hiring a Director to join its high-performing team of experienced execution professionals. This person will report to the Chief Financial Officer and will be expected to work across the CILGC management team. The person will be responsible for leading day to day execution activities for eligible and prioritized ILGP applications. This will include working with other CDEV / CILGC specialists and advisors in the end to end management of loan guarantee execution through diligence and negotiation to financial close. The selected candidate will ideally be based in either Toronto or Ottawa, both currently with a hybrid work option. However, highly skilled and suitably experienced candidates based elsewhere in Canada may be considered as well. Responsibilities Support the CILGC project execution team in the management of loan guarantee applications, including working closely alongside and overseeing key advisors, such as investment banks, management consultants and lawyers; often operating in a day-to-day project leadership capacity; ensure the relevant CILGC project sponsor and CEO are appropriately updated and consulted. Support the continued roll out and operationalisation of the expanded Indigenous Loan Guarantee program with CILGC management, as required. Oversee and, if needed, conduct research and financial analysis related to the CILGC guarantee portfolio; ongoing transactions and projects; and key sector trends. Oversee and, if needed, conduct industry research and analysis to support the development of financial models related to ongoing transactions and projects. Lead the preparation and review of reports and presentations to internal and external parties, including, for example, CILGC investment committee, CILGC board and relevant government departments. Work closely with your Associate and Analyst team, as a coach and mentor and supporting their development, as part of your overall people manager responsibilities. Represent CILGC in external meetings with ILGP applicants, advisors, Government of Canada staff and others. Build and maintain a professional network supportive of CILGCs mandate and growth strategy. Lead effective and efficient project management, including appropriate completion of risk and compliance tasks and ensuring internal files are organized and current. Work on special projects with the management team, including internal business and strategy development and transformation initiatives. Required Skills and Qualifications Bachelors degree (ideally in a relevant field), with significant (minimum eight years) relevant experience, which could include transactions and deals; debt financing, including project finance; major capital projects; valuations and investment appraisal, etc. Deep understanding of M&A and / or project finance. Understanding of credit advisory, e.g. debt capital markets, commercial lending and / or credit analysis, including portfolio management is an asset. Broad sector experience and understanding, including natural resources, energy, infrastructure and industrial sectors and trends, such as decarbonization, oil and gas pipelines, transport, critical minerals, data centres and forestry is an asset. Understanding of the federal government and Crown corporation environment is an asset. CPA, CFA, or MBA is an asset. Significant experience building and reviewing complex integrated financial models. Strong proficiency in MS PowerPoint, Excel (including Power Query, Power Pivot, Power BI, VBA, etc.), Word and Bloomberg / FactSet; other digital enablement and coding related skills are also an asset. Ability to create professional reports and presentations for senior management and the Board of Directors, with limited oversight. Ability to engage effectively with CILGC / CDEV stakeholders at all levels, including CILGC investment committee, CILGC Board, CDEV''''s portfolio management teams, lenders,borrowers and senior Government of Canada staff. A team player who is flexible, can pivot effectively between the detail and big picture and enjoys the variability of working on a diverse range of projects. Proficiency in both official languages is an asset. Working Conditions Work is performed in an office environment with no physical effort required beyond day-to-day movement such as sitting, standing, walking, etc. No audio / visual effort required beyond day-to-day activities such as working on a computer, answering phones, or e-mails.
