Reporting to the Director, Program Management Services (ADTS), the Manager, Construction Compliance and Permits Office leads the team responsible for construction compliance governance, contractor safety oversight, and building code compliance for all construction and contractor activities on airport lands in alignment with the GTAA Ground Lease Agreement. The role ensures all projects are properly reviewed, permitted, verified for compliance, and closed out with complete documentation to support safe occupancy, use, and uninterrupted airport operations. The Manager develops and maintains the Airport Construction Code, administers the Facility Alteration Permit (FAP) process, and oversees contracted partners supporting code compliance reviews, contractor safety monitoring, and utilities damageprevention activities. As Manager, Construction Compliance and Permits Office, you will: Lead and manage the full permitting process for all construction on airport lands, ensuring complete submissions and compliance with all applicable requirements. Oversee design and construction compliance with the National Building Code, Airport Construction Code, GTAA standards, final documentation requirements, and project closeout expectations. Ensure contractor activities meet safety, excavation, and Utilities Damage Prevention Program requirements both on and around airport lands. Manage Facility Alteration Permit (FAP) reviews, guide stakeholders through the process, and deliver customerfocused, timely permitting services. Review construction work to verify compliance with approved designs, codes, and standards, including specialized engineering considerations as needed. Define and manage operational handoffs between permitting (FAP) and related work authorization processes, ensuring clarity of prerequisites and permit conditions. Establish and maintain FAP process guides, forms, permit conditions, documentation gates, and closeout deliverables. Monitor, track, and report key performance metrics, including FAP fees, service levels, SLA adherence, and deficiency trends. Oversee contractor safety monitoring, field compliance, utilities locating, and Ontario OneCall responses, driving timely resolution of nonconformances. Manage and develop team members and contracted service providers, ensuring effective capacity planning, highquality service delivery, and continuous skills development. Develop and maintain the Airport Construction Code, lead annual updates to the Toronto Pearson Construction webpage, and administer continuous improvement of the FAP process. Build strong relationships with stakeholders, support compliance issue resolution, deliver training, and contribute to departmental priorities and process enhancements. This is the role for you, if you have: 8+ years of progressive, leadershiplevel experience in engineering, architecture, or managing complex permitting processes, with demonstrated accountability for highimpact technical or operational decisions. 5+ years of people leadership experience, including coaching, developing, and guiding highperforming technical or project teams. Professional Engineer as designated by Professional Engineers Ontario; or Professional Architect as designated by Ontario Association of Architects; or Permitting Professional. Strong expertise in the National Building Code, Fire Code, Plumbing Code, Life Safety Systems Standards, and a clear understanding of building codes, building system standards, and AHJ responsibilities for issuing permits and occupancy. Ability to interpret and assess construction drawings, specifications, and codes; translate technical information for nontechnical audiences; and evaluate compliance in active operational environments. Skilled in construction methods, sequencing, contractor practices, and navigating contracts, legal documentation, and written interpretations. Exceptional communication, tact, conflictresolution skills, and proven leadership with the ability to influence and guide stakeholders without formal authority. Postsecondary degree in Engineering or Architecture from a recognized Canadian institution, or a combination of education and relevant professional experience. Ability to obtain and retain a Transportation Security Clearance.
