Job Profile Under the direction of the Branch Head Wastewater Planning and Project Delivery, the Project Engineer carries out project management and administration for projects in wastewater collection and the administration of planning studies and/or projects of the Citys Combined Sewer System Master Plan under the requirements of Environment Act Licence No. 3042. The Project Engineer is responsible for the execution, completion and implementation of capital projects, including planning, design, consultant selection, contract administration, startup and turnover. The Project Engineer conducts detailed review and approval of deliverables from consultants and inhouse resources to ensure optimisation of programs. The successful candidate chairs project teams and advisory groups and conducts engineering studies. As The Project Engineer, Your Duties Will Include Initiate and maintain control of projects in conformance with aims, goals, policies and objectives of the organization. Make effective use of people and resources required for and involved in projects. Ensure that projects will satisfy the technical, financial and organisational needs for which they were undertaken. Administer all aspects of the capital budget for a project and ensure that projects are completed within the approved budget. Administer project schedules. Ensure proper collection and dissemination of project information. Identify, analyse and respond to project risks. Acquire goods and services from outside organisations as necessary to complete the project. Obtain required approvals/permits/licenses from other City and Provincial Departments, as required. Provide engineering services for the upgrading of existing and/or the construction of new facilities and equipment, and other services, as required. Chair technical advisory committee meetings. Administer one or more consultants on various projects. Perform other related duties consistent with the classification, as required. Your Education And Qualifications Include Bachelors Degree in Civil, Biosystems or Mechanical Engineering. Minimum five (5) years of related experience. Demonstrated ability in project management processes and procedures, including project accounting and cost management, scheduling, resource management, risk management, dispute avoidance and dispute resolution. Knowledge in wastewater hydraulic modelling, calibration and analysis. Strong computer skills in MS Office and MS Project. Strong demonstrated problemsolving and analytical abilities. Ability to manage multiple time constraints and prioritise workloads. Demonstrated technical and nontechnical verbal and written communication skills. Strong interpersonal skills, including leadership, teamwork, facilitation of teambuilding, conducting meetings and negotiation skills. Ability to work independently and in a team environment. Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organisation, external contacts and the public, in accordance with the Respectful Workplace Standard. Familiarity with materials and methods as applied to construction of municipal services and structures.
