The Senior Manager, Operations is responsible for the leadership and management of the Trade Superintendents and Supervisors as directed by the Director of Operations at Victoria Shipyards Co. Ltd. The position is accountable for ensuring projects are adequately staffed and supervised to meet established schedules and contractual requirements.This position is responsible for ensuring that all work is performed in accordance with current ISO 9001, ISO 14001, and OHSAS 18001 standards. The Senior Manager, Operations, oversees the hiring, training, and assignment of suitably qualified and experienced workers for the departments under their span of control. In doing so, they help ensure key labour and equipment resources are available to the various shipyard programs.The role requires strong leadership and sound judgment in evaluating requirements and setting expectations for direct reports. The position plays a major role in setting strong standards for the successful execution of work scope within Seaspan''s core values of Safety, Care, Efficiency, and Accountability. In the Director, Operations'' absence, the incumbent acts as their designate. Note: Due to business needs, this position is required to be fully on-site based at 825 Admirals Road, Victoria Functional Reporting Relationship The Senior Manager, Operations reports directly to the Director, Operations. The Senior Manager, Operations and Director, Operations split supervision of the Trade Superintendents and Supervision. Colleagues include Deputy Program Managers, Senior Project Managers, Senior Production Managers, Senior Finance Manager and Senior Billing Manager. Scope and Complexity The scope involves day-to-day oversight of the Operations Team. The position requires significant interaction with senior management, supporting departments, equipment suppliers, owner''s representatives, regulatory bodies and union leaders. The role of Senior Manager, Operations is complex due to; the size of the department and the challenges associated with a matrix type organization. Significant delays to projects may occur if they do not receive in a timely manner the required number of trained and certified employees. The position also requires fostering continuous process improvement, interpreting specifications, maintaining production standards, monitoring equipment trends, and improving work methods.Errors or misjudgments could result in injury or death, major rework, delays in schedule, and/or additional significant cost to projects, customer dissatisfaction, union grievances, and damage to equipment or facilities. The Senior Manager, Operations will act as the Director, Operations in their absence. Communications Internal: The role communicates daily with the Senior Director, Operations regarding labour resourcing, schedules, internal stakeholder priorities, safety, quality, environmental and other related operational challenges.The role provides frequent operational updates and recommendations regarding trade workforce numbers, work performance and training. Frequent interaction with the Project delivery team is required to analyze the work scope and determine effective and efficient repair/build strategies. Depending on the size and/or duration of the project, these interactions may be as often as multiple times per day (e.g., Cruise ship dockings). The role communicates with their direct reports to effectively manage production priorities, labour supply, repair strategies/methods, equipment, safety, workmanship, employee performance, training, union, and facility issues. Frequent interaction also occurs with Safety and Environmental personnel. External: The Senior Manager, Operations, communicates with several external organizations, including, but not necessarily limited to: Owner''s representatives to resolve workmanship and quality issues, including repair methods Public Works and Government Services Canada for issues regarding our operations within the federally owned Esquimalt Graving Dock Regulatory (ABS/DNV-GL/Lloyds, etc.) and statutory bodies regarding inspections, tests, and compliance with class survey and statutory requirements Equipment and tool suppliers for application of new products to production methods and procedures, training, delivery, and product problems Union executives for grievances, manpower requirements, disciplinary actions, layoffs, and hires Subcontractors, including field service representatives (FSR''s) Other shipyards to benchmark methods and procedures Ship repair and other professional societies to maintain awareness of new methods and procedures. What you''ll do Allocates labour to programs/projects in support of project schedules and priorities. Monitors work progress. Provides guidance, direction and corrective action where required to ensure Company and contractual project expectations are met. Leads and supports process improvement initiatives for the Operations Department. Helps champion VSL''s safety and environmental programs by instilling safety and environmental compliance as core priorities in all operational activities, and developing an operational staff dedicated to providing a safe, accident-free, environmentally compliant workplace. Provides leadership, guidance, and support to direct reports by communicating daily, conducting regular meetings, arranging for required training, and ensuring sufficient inter-shift communication to maintain an effective and productive operation. Manages and assists in providing repair/build strategies to program/project leadership teams. Provides leadership to the shipyard staff and supervisors in ensuring that all shipyard work and work practices comply with contractual requirements, ISO 9001, ISO 14001 and OSHAS 18001 standards. Works with the workforce to analyze tools, equipment, jigs, and fixtures for application to VSL operations. Oversees that departmental records are maintained, including certifications and training records. Performs and /or reviews safety inspections of equipment, facilities, and work sites, ensuring deficiencies are quickly rectified. Oversees the development and maintenance of shipyard standard operating procedures (SOPs) for production trades. Supports the Director, Operations and Facility Manager in the development and exercise of Business Continuity Plans (BCPs). Ensures compliance with the Collective Agreement and WCB regulations. Develops and monitors initiatives to improve departmental skill and productivity by liaising with superintendents and project managers in assessing the skill and work habits of individual employees.Directs training as required. Maintains positive relationships with ship-owner representatives and regulatory inspection authorities by ensuring all work is completed in accordance with contractual requirements. Works with Human Resources/Employee Relations, Workforce Development Coordinator and Union officials to ensure the availability of a trained, skilled workforce. Participates in the planning, development, and control of Operations'' annual budgets, including capital expenditure projects. Works with disability and rehabilitation consultants in assisting injured employees by selecting appropriate tasks and conditions. What you''ll bring A Red Seal trade certificate is desirable, as is a post-secondary degree/diploma. A minimum of 12 years of experience in a managerial or supervisory position in a shipyard or heavy manufacturing environment with progressively increasing levels of responsibility. Experience managing a large multi-disciplinary project-driven unionized workforce is required. Strong operations background with excellent project and trade management skills. Demonstrated ability to lead and motivate an organization in support of operational goals. Excellent technical skills with the ability to read and interpret complex technical specifications and drawings. Knowledge of shipbuilding production methods, procedures, equipment, and tools. Knowledge of quality principles and ISO standards. Excellent technical, analytical, problem-solving, communication, negotiation, leadership, and interpersonal skills. High standard of business conduct and ethics with the ability to manage situations and issues with integrity and honesty. Strong analytical, problem-solving, and interpersonal skills. The estimated salary for this position is $156,600 - $191,400. In determining final salary, Seaspan considers many factors including the successful Candidate''s skills and experience as well as position location and internal equity.
