Responsibilities This role supports the Treasury Manager in managing TransLinks cash, debt, and investment portfolios to ensure optimal liquidity and financial stability. Key responsibilities include developing short and longterm cash flow forecasts, maintaining liquidity models, and providing recommendations on borrowing and investment strategies. The position contributes to debt issuance planning, monitors existing borrowings, and prepares financial reports for senior management, the Board, and external stakeholders. It also assists with implementing cash management solutions, serves as a backup approver for treasury transactions, and drives process improvements and strategic initiatives. Additionally, the role works with the Investment Plan team to support financial modelling, analysis, forecasting, and reporting. Key Accountabilities Develops short and longterm cash flow forecasts, maintains a threeyear monthly cash liquidity model, and provides recommendations on commercial paper issuance requirements. Assists the Treasury Manager in developing the debt issuance strategy for approval by the Finance and Audit Committee and the Board of Directors. Prepares reports such as the Liquidity and Borrowing Update for the Board, and supports the Treasury Manager in compiling monthly and quarterly reports for senior management and the Finance and Audit Committee. Maintains and monitors existing longterm borrowing, and forecasts budget and future borrowing needs. Maintains, monitors, and evaluates liquidity optimization; reviews and reports on debt capacity, financing mix, and longterm borrowing requirements. Maintains the bond syndicate scorecard and participates in bond syndicate reviews. Supports the development, recommendation, and implementation of investment strategies for TransLinks investment portfolios by analyzing cash balances, assessing future cash needs, and evaluating investment options to maximize returns within the parameters of TransLinks investment policy. Prepares materials for annual budgets and quarterly performance reporting for debt and investment interest. Tracks and forecasts assigned contractspecific inflation rates and impact on payments, and general inflation for the annual budget and the Investment Plan. Contributes to reporting on TransLinks debt and investment portfolios. Prepares and maintains monthly financial reports for the Treasury Manager and the Finance Executive team. Prepares yearend working papers, financial statements, and accompanying notes for shortterm and longterm liabilities, investments, and various cash accounts. Maintains and updates assumptions and schedules required for the Investment Plan financial model, and leads the yearend rollover process for the model. Prepares cash flow forecast and liquidity affordability of the investment plan report. Supports divisional modeling needs for assigned groups, recommends improvements to modeling practices, and contributes to the Transportation Planning and Policy division''''s work on expansion scope. Assists the Investment Plan Manager in preparing analysis and presentations for senior leaders, the Board, the Province, and the Mayors Council. Assist in implementing cash management solutions and process improvements. Liaise with banks regarding account management, transactions, issues, and service requests. Supports the Treasury team in executing payment and receipts transactions. Acts as a delegated backup approver for banking transactions and treasury platforms, operating under restricted access rights to ensure compliance with established control frameworks. Qualifications Education and Experience The competencies for this position are typically gained through completion of an undergraduate degree in Business, Commerce, Economics, or a related discipline, along with a Professional Accountant designation (CPA). This is combined with a minimum of 5 years of progressive experience in accounting, treasury, and financial planning & analysis within a large, complex organization. Other Requirements Advanced analytical and financial modeling skills using Excel and other relevant ERP modeling tools Intermediate to advanced short and longterm financial forecasting skills Working knowledge of financial markets, economics, and interest rate impacts, with a solid understanding of capital markets and credit analysis. Familiarity with Public Sector Accounting Board (PSAB) accounting standards and a general understanding of TransLinks governance legislation, including the liquidity and borrowing requirements under the South Coast British Columbia Transportation Authority Act, is an asset. Excellent written and verbal communication skills with strong interpersonal skills. Effective time management skills and the ability to manage multiple priorities under tight deadlines. Proactively identifies opportunities, challenges, and solutions without waiting for direction Builds strong, collaborative relationships with crossfunctional teams; proactively shares treasury expertise and provides informed guidance Another relevant designation, such as CFA or CTP, is an asset. Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Designation Hybrid This position offers the flexibility of working both onsite and remotely within B.C. Rate of Pay The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
