Responsibilities PRIMARY PURPOSE Provides strategic direction, overall leadership and project expert advice to ensure the successful management and delivery of BCRTCs Capital Projects in support of BCRTCs business plan and Mayors Vision. Key Accountabilities Under the direction of the Executive Director, Capital and Expansion Project, participates in the strategic planning of business transformation and directs & manages business transformation activities. Leads the integration of all business activities, ensures the strategic alignment and operational integration. Provides overall leadership and project expert advice in the planning and delivery of all BCRTCs 15 year capital & major business program, including associated business transformation initiatives. Directs and ensures affective governance across every project relating to or affecting Rails service delivery objectives. Accountable for BCRTCs effectiveness and efficiency of project delivery according to agreed financial and service targets, and complying with enterprise project management practices and quality expectations. Works closely with the VP Engineering & Maintenance, directs BCRTCs development and implementation of strategies to address project risks mitigation. Works also very closely with the Director of Finance regarding all financial aspects of the capital and major projects, including determination of capital requirements. Directs the delivery and outcomes of the Asset Integration Office and provides expert advice to BCTRC project Sponsors while working closely with Translinks VP of IME and CIO to ensure allocation of appropriate project managers. Facilitate and advise president of BCRTC re implementation/development of agreements on highly sensitive agreements and contracts. Directs the identification and selection of contract engineering services or other specialist resources involving projects with significant budget and/or risks, developing procurement strategies in collaboration with Procurement and evaluating proposals/bids based on best value. Develops and monitors capital project dashboards and metrics. Presents and reports to the BCRTC ELT and the BCRTC Board on key projects/initiatives progress, strategic impact, political sensitivity and high risks. Advises the BCRTC ELT and the BCRTC Board on critical risk management strategies as they relate to the delivery of BCRTCs capital program and business improvement initiative programs. Provides broad direction and strategy to the development of the policies, standards, procedures for BCRTCs Capital & Major Business Projects. Ensures the PMO (within IME and BTS) comply with compliance with codes, legislations and regulations affecting the delivery of infrastructure and engineering projects. Forms strong partnerships and develops the trusted, productive relationships and highly responsive interaction with key stakeholders, including TransLink, CMBC, government, public, customers, contractors at large and others.
