Experienced in developing, implementing, and maintaining management systems, operations and maintenance manuals, integrity management programs, and spill response plans. Experience in conducting risk assessments and ensuring preventative and mitigative measures are applied. Proven ability to manage regulatory inspections and serve as a primary contact for agency interactions. Experienced in stakeholder and Indigenous community engagement, public awareness programs. Ability with identifying compliance gaps with implementation of corrective actions to ensure continuous regulatory compliance. Must be eligible to work in Canada and travel internationally. ABOUT US Westover Express (WEX) acquired the former Enbridge Line 10 pipeline and began operational ownership in September of 2023. The pipeline carries oil from Enbridge Pipelines terminal in Westover, Ontario to United Refining Companys 78-mile-long Kiantone Pipeline in West Seneca, New York to supply Uniteds approximately 70,000 barrel-per-day (bpd) refinery in Warren, Pennsylvania. POSITION SUMMARY Responsible for federal and provincial regulatory and environmental compliance for Westover Express (WEX) pipeline operations. Maintains, implements, and ensures the effectiveness of pipeline manuals, programs, and oversight of the Westover Integrated Management System (WIMS) in accordance with CER regulations. Drafts, updates, and implementation of additional programs and plans as required to ensure ongoing regulatory and environmental compliance. Liaise with all stakeholders including engagement and communications with Indigenous communities. KEY RESPONSIBILITIES Coordinate regulatory compliance activities for the Westover Express pipeline and associated facilities, including: Developing, maintaining, and implementing the Operations and Maintenance Manuals, Management Systems, and associated plans to ensure compliance with the Canadian Energy Regulator (CER) Onshore Pipeline Regulations, CSA Z662, and other applicable Canadian regulations and standards. Provide support to WEXs Asset Management team with integrity management activities related to the WEX pipeline, such as permit applications, risk modeling and the execution of preventive and mitigative measures in accordance with Canadian regulations and standards. Lead the organizations Integrated Management Program (WIMs). Acting as committee chair, lead a team throughout the year through meetings and discussions. Provide quarterly reports to the WEX Executive Team. Coordinate internal team(s) for Key Performance Indicators (KPI) and Continuous Improvement Plan (CIP) Coordinate annual WIMs event and presentation(s). Maintaining and implementing other regulated programs (e.g., operator qualification) as required to ensure compliant pipeline operations. Assist Health & Safety Manager with tracking of mandatory training certifications to ensure all requirements are met. Recognize and report safety-related pipeline conditions and spill-related reportable events, both internally and to regulatory agencies, including the completion of root cause analyses and follow-up documentation. Train personnel on the requirements of all applicable plans, manuals, and regulatory programs. Maintain expert-level knowledge of applicable federal and provincial regulations related to pipeline and terminal compliance. Serve as the primary corporate contact for regulatory inspections and interactions with regulatory agencies related to WEX operations. Maintaining and implementing public awareness programs, including stakeholder and Indigenous community liaison activities. Participate as an active member of the WEX Spill Response Team and take part in emergency response drills for pipeline operations. Reviewing, maintaining, and verifying regulated spill response plans. Serve as the environmental and waste compliance representative for Westover Express. Perform other duties and responsibilities as assigned. EDUCATION AND EXPERIENCE Post-secondary education in a scientific or regulatory-related discipline, such as environmental sciences, natural sciences, or regulatory compliance, is required. Candidates with a bachelors degree in these fields and/or experience in environmental, pipeline, or industrial regulatory compliance are preferred. Relevant work experience in environmental or pipeline regulatory fields is an asset, with approximately five years of experience desirable. Primarily office-based, with occasional work outdoors at pipeline sites. Occasional travel required between operating sites and out of province (valid passport required).
