Job Description Position: Chief Financial Officer (temporary until March 2027) Salary: Pay Band 13, Non Union ($172,881 to $202,238) Reports to: Interim Chief Administrative Officer Note, this posting is due to a temporary vacancy). The Municipality uses an online questionnaire to screen candidates. Purpose of Position: Reporting to the Interim Chief Administrative Officer (CAO), the Interim Executive Director - Chief Financial Officer (Interim CFO), is responsible for the Municipalitys financial strategy and financial planning along with associated accounting, revenue and finance functions in accordance with all statutory legislation. The Interim CFO holds the Treasurer designation for the Municipality. The Interim CFO leads the Department of Corporate Services which is composed of two divisions: Accounting and Revenue, and Financial Planning & Analysis including procurement, as the Municipalitys Budget Office and procurement management centre. As a strategic partner to the Interim CAO, the Interim CFO will provide leadership and guidance to the multi-year budgeting process with a focus towards long range fiscal sustainability, and resiliency through robust asset management planning and strategic investment. The Interim CFO will perform risk management functions as it relates to the organizations financial liabilities and investments. The Interim CFO will provide advice and guidance to Council on matters related to finance and the Department. Qualifications and Experience: - 4 year University degree in business administration with a recognized Certified Professional Accountant designation or equivalent. - Minimum 10 years of progressive leadership experience - Extensive experience in related municipal/financial environment or equivalent related experience - Must have experience with developing operational recommendations and requirements; - Must have experience in negotiating contracts; - Must have experience leading multi-disciplinary teams; - Must have experience in developing strategic and long range business plans; - Must have experience in networking and building strong relationships especially with other levels of government; - Must have experience with developing operational recommendations and requirements; - Must have experience in coaching and developing teams and people; and, - Project management experience would be an asset. Knowledge: - Must have a strong understanding of public sector finance with a strong understanding of the needs and requirements of municipal government. - Must have a comprehensive knowledge of and ability to interpret and administer a variety of regulations, Acts, contractual agreements, policies and guidelines pertaining to municipal finance. - Excellent leadership and administrative skills to plan, direct, lead and coach professional and technical experts. - Must be able to demonstrate strong verbal and written communication skills. - Must be able to demonstrate effective Report Writing and presentation skills - Thorough knowledge of financial, accounting and auditing principles and practices, applicable legislation/regulatory standards, asset management, investment and debt management, federal and provincial grant processes, property taxation, budget formulation (including PSAB) and local government functions and responsibilities. - Planning, project management and organizational skills to develop and implement long and short term policies and procedures. Major Responsibilities: - Establish and maintain a leadership framework for the department that fosters a culture of constructive teamwork, progressive collaboration, positive respect and quality results. - Collaborate on negotiations of collective union agreements. - Provide leadership, coaching, supervision and direction to the Division Managers within the department. - Oversee the overall department budget including all annual operating and capital budgets for all department related functions. - Direct the development and preparation of policies, procedures, and systems necessary to ensure that effective controls are in place to protect the financial affairs of the Municipality. - Develop the long and short term goals, objectives and strategies for the Department - Provide advice and assistance to Council, Interim CAO and Executive Directors regarding financial planning and affairs. - Protect the Municipalitys credit standings through correct accounting controls, investments and debt management procedures. - Administer the Municipalitys revenue and property tax administration and collection functions, minimizing arrears and errors, ensuring collection of interest and penalties, and tax sale procedures. - Develop, implement and maintain Tangible Capital Asset Inventory and Management system, policy and procedures for asset management, planning and reporting in accordance with Public Sector Accounting Board requirements. Responsible for the oversight and maintenance of the Municipalitys Asset Management Plan. - Coordinate the Municipalitys purchasing by-law, under the title of Purchasing Coordinator, and assists operating areas through budgetary advice on major purchases. - Responsible for all Financial Reporting and preparation of Financial Statements, Financial Information Return and all associated Annual Reports as well as coordination with the Municipalitys auditors. - Maintain all relevant accounts payable, accounts receivable, tax ledgers and payroll systems, and observes all procedures necessary for the flow and handling of cash, calculations, posting and banking operations and reconciliations. - Administration of various grant programs to senior levels of government. - Lead the budget process and schedules for all departments in the Municipality. - Design, develop, prepare, presents and receives approval for current, capital, reserve and reserve fund budgets. - Monitor, in collaboration with the Interim CAO and the Executive Director team, the budgets approved by Council. Ensures that these budgets were implemented, administered and controlled within the required standards. - In consultation with the Manager, undertake strategic planning to develop the long and short term strategies, goals, and objectives of the department. - Direct the development and preparation of policies, procedures and systems necessary to ensure the effective operation of all divisions under the control of the department. - Ensure that occupational health and safety practices are observed and implemented within the divisions and that all regulations and requirements of bylaws and statutes are enforced as required. - Keep abreast of all technology, systems and methodologies necessary to ensure the long term sustainability and effectiveness of municipal systems, community planning, public engagement and service delivery. - Actively encourage the advancement of innovative proposals from staff to enhance service delivery through new technologies or processes. - Ensure the implementation of strong project management practices and the corporate project management framework. - Other duties as assigned. Decision Making and Judgement: - Develop and recommend short, long range and strategic planning for the municipality in cooperation with the Interim CAO and other members of the Executive Director Team, for approval by Council. - Direct Division Leaders in the operation of their respective divisions. - Develop departmental levels of service for Council approval and identifying and resolving problems for the department as required. - In consultation with the Manager, evaluate the effectiveness and cost efficiency of services and formulating appropriate recommendations. - Demonstrate tact and discretion in handling matters of a confidential or politically sensitive nature and to maintain confidentiality. - Develop, implement and/or interpret policies, by-laws, acts, regulations, etc. - This role must become competent within the meaning of the Occupational Health & Safety Act. In addition, this position must become capable of recognizing work hazards and be able to translate same into operational recommendations and requirements. - Executive level leadership and supervision within the Corporate Services Department. - Provide leadership to the department including performance reviews, training, coaching, and health & safety compliance and assisting with the planning and follow up of operational issues. - Strategic planning of human capital resources within the Department - Strategic planning of organizational design in each area - Plan, prioritize and assign work - Participate in recruitment as required - Lead and support career planning and development for staff within the department - Formulate schedules and coordinates the development of the corporate budget including capital and annual operating budget. - Administration of reserve funds, long term capital budgets, daily cash flow, and debt management. - Develop, implement and manage the budget for Corporate Services. - assist in setting service level goals and monitor against financial targets as approved by Council. - Develop, implement and manage the annual budget for the Department. - Provide information and participate in Corporate Services with the development and sustainability of key performance indicators for the Department and each Division. - Ensure Project Management principles are adhered to. - Project financial variances as part of the monthly or quarterly review; monitor and control budgets in conjunction with Corporate Services. - Oversee and provide sponsorship support to departmental projects and corporate projects as assigned. Must have strong organizational and leadership skills. Must have proven ability to establish and maintain effective working relationships with a diverse group of stakeholders within and outside of the municipality and must be able to effectively manage multiple tasks/projects/initiatives concurrently. Must have excellent communication skills, both oral and written to provide advice and direction to Council, staff and the general public. Must also have strong skills in networking and relationship building internally and externally.
