Thompson-Nicola Regional District Planner I or II The Thompson-Nicola Regional District is located in south-central British Columbia, with dozens rural and urban communities spread across 44,300 square kilometres. The TNRD provides more than 120 local government services to approximately 144,000 people in 10 Electoral Areas, 11 member municipalities, and 25 First Nations. The TNRD is headquartered in the City of Kamloops, the largest community within the regional district. The Thompson-Nicola region has a vast range of climates that experience true four-season weather, with plenty of year-round sunshine, little rain, and warm summers. Residents generally have short commutes, easy access to recreation and the outdoors, and a high quality of life. The TNRD acknowledges that we are located within the unceded, ancestral lands of the Nlakapumux, Secwpemc, Statimc, and Syilx Nations. The Role: The TNRD is seeking a Planner I or Planner II to join the Development Services team for a temporary position. Reporting to the General Manager of Development Services, the Planner''s activities include managing and professionally administering a variety of land use applications, including OCP, rezoning, subdivision, Agricultural Land Reserve, MHP, variance, development permit, and a wide range of referrals, all to ensure accuracy & efficiency. The Planner also provides advice and land use information to a variety of stakeholders, including: the public, landowners, developers, elected officials, and other government agencies. Exceptional verbal and writing skills are sought for clear communication via letter, report, map, GIS, and public speaking. This full-time, temporary position is anticipated run until February 2027, and two weeks'' notice will be given should the term be extended or shortened. The position is based out of the TNRD Civic Building which is located in the heart of downtown sunny Kamloops. The vibrant TNRD Civic Building also houses the Kamloops Downtown Library, the Kamloops Art Gallery and a busy caf. Job Requirements This role is ideal for a detail-oriented professional holding (or eligibility for) a certification with the Planning Institute of British Columbia (PIBC) or Canadian Institute of Planners (CIP), with strong communication skills and a solid foundation in land use planning, particularly in a rural context. Qualifications required to be considered for the Planner I position include: Undergraduate Degree in Planning, Geography or related discipline and a minimum of two years of experience in the role as a Planner learning the skills and abilities listed below. An equivalent combination of education and experience may be considered Qualifications required to be considered for the Planner II position include: Master''s Degree in Planning, Geography or related discipline and a minimum of four years of experience in the role as a Planner honing the skills and abilities listed below. An equivalent combination of education and experience may be considered Knowledge, Skills and Abilities: Knowledge of planning philosophies, principles, practices & techniques Understanding of planning policies, procedures, bylaws, and legislation as related to rural land use planning and development Knowledge of the principles, methodology and practices of research and data collection Knowledge of environmental planning issues, implementation strategies and management practices Proven ability to demonstrate sound judgement and risk analysis Demonstrated ability to assess social, environmental and legal impacts of proposed projects and developments Excellent oral and written communication skills Advanced proficiency with a variety of computer software applicable to planning, such as Office 365, Tempest, GIS Mapping (ArcGIS), and others as required. This position requires a clear Criminal Record Check and a valid BC Class 5 Drivers License (a submission of a driver''s abstract is required). The placement of the Planner I is at Pay Grade 10, which is $2,946.58 - $3,419.85/biweekly (2025 rates) and 14% in lieu of benefits. The placement of the Planner II is at Pay Grade 11, which is $3,037.34- $3,528.45/biweekly (2025 rates) and 14% in lieu of benefits.
