Responsibilities OVERALL PURPOSE: Observes and monitors capital works on or adjacent to BCRTCs property; ensuring BCRTC staff, contractors and assets are unharmed by activities in progress to protect BCRTCs liability and reports any situation which may require necessary action to mitigate harm. This includes ensuring persons and equipment are clear of track and persons and objects are clear oncoming trains during revenue hours and railborne equipment during nonrevenue hours, in line with the BCTRTC Limits of Approach guidelines. When not observing and monitoring capital works, the monitor will work under the direction of the EMDM and/ or AIO Supervisor to assist in the accomplishment of assigned EMDM tasks, accounting for materials utilized in undertaking assigned general duties. The monitor may be required to use hand tools, as required and directed by the EMDM and/ or AIO Supervisor, and respond to emergencies in accordance with training and procedures through immediate response and quick action. Duties And Responsibilities Understand BCRTCs safety management systems, policies and procedures, applicable legislation, and risk management systems to ensure the safety of employees and contractors and the integrity of BCRTC systems and railways. Liaise with BCRTC maintenance personnel, capital integration personnel, contractors, vendors, TransLink Project Managers, Site Superintendents, Site Safety Officers, BCRTC Control as necessary and in accordance with the duties of the job. Observe and monitor works on or adjacent to BCRTCs property, ensuring people and assets are unharmed by activities in progress to protect BCRTCs liability and report any situation which may require necessary action to mitigate harm. This includes ensuring persons and equipment are clear of track (if power isolation is not administered) and persons and objects are clear of the path of oncoming trains during revenue hours (in line with the BCTRTC Limits of Approach guidelines). Review BCRTCs permitting information, confirm system running information (single tracking or track closure), to determine power and track isolation requirements, setup and delineate work area in accordance with work plans and execute isolation procedures in communication with the Control team, ensuring safe work zone for site team. Ensure correct BCRTC system access permits are held by the site team and confirm team is in possession of valid BCRTC contractor passes and work permits in accordance with BCRTC procedure and BCRTC Limits of Approach. Authorize movements of equipment into work zone and ensure site team stays within work zone. Ensure track is clear of workers and equipment to resume power insertion when site work concludes and declare track clear for rail service according to procedures, in preparation for work permit surrender and revenue service. Complete relevant BCRTC site and progress reports as required for quality assurance and quality control. Familiarization with BCRTC sites and facilities as well as adjacent properties such as Bus Loops, Bridges, Foundations, Sidewalks, Station Exterior, and Overhead works, etc. Provides facility site access as necessary. Implement and monitor passenger flow management (access areas) if access is taken away as a result of works; work with HandiDart in times when letdownramp, elevator, escalator access is limited. Ensure dust, fumes, not a nuisance to public and/or workers. Alerts Supervisor with all concerns about works, safety, practices, etc. Handles emergencies and failures in accordance with established procedures through immediate response and quick action and stops work if necessary. Operates motor vehicle with valid BC Drivers license. Completes assigned tasks to Company or industry standards using approved work practices and procedures. Attends technical and safety training programs to continually upgrade skills. Accounts for all time and materials used in performance of monitoring activities. Performs related duties as assigned, such as items of a minor nature which do not affect the value of the job. When not observing and monitoring capital works, assist in accomplishing tasks assigned by the EMDM and/ or AIO Supervisor. May be required to use hand tools, as required and directed by the EMDM and/ or AIO Supervisor, and respond to emergencies in accordance with training and procedures through immediate response and quick action. Safety Requirement As per WorkSafeBC regulations, this job requires an annual fit test and may necessitate the use of a respirator. In either case, the employee must be clean shaven. Any exemption requests should be raised to Occupational Health and/or Labour Relations for consideration. Qualifications EDUCATION AND EXPERIENCE High school graduation or equivalent PostSecondary courses in Safety an asset First aid training to St. Johns standard level or better is preferred Valid Class 5 BC drivers license Demonstrated ability to communicate effectively both orally and in writing Demonstrated ability to understand and follow oral and written instructions Demonstrated ability to deal courteously and effectively with others Solid customer service skills Successful completion of all required BCRTC courses on the following: ATC Access (Qualified Employee as per BCRTC rule book) Radio Procedures Power Isolation Procedures Fall Protection and PPE requirements Familiarity with Workers Compensation Act and Railway Safety Act and accompanying regulations (SkyTrain Safety Policy & Procedure Manual & BCRTCs Safety Management System) Construction Safety Officer (considered an asset) Traffic Control (basic methodology) Good oral and written communication Strong organization and time management skills Proficient computer skills, MS Office, Tablets, Mobile Applications Selfmotivated individual willing to take on new challenges Other Information Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions. This is a night shift position and may involve weekend shifts as well. Work Schedule 40 hours per week. This is a fulltime temporary position. Work Designation Resident. This position works predominately onsite. Rate of Pay Wage: $42.65 per hour. Please note: All new employees will be subject to a 6week trainee rate at 75% of the hourly rate with the remainder of the first year at 90% of the hourly rate.
