What youll do BC Hydro is looking for a senior, dynamic, strategic-oriented and experienced manager with expertise in operational / fleet management to provide leadership through the evolution of the Fleet Services function at BC Hydro to ensure we meet the companys current & future business needs. This senior management role will be based out of our Surrey Vehicle Garage location, and will report directly to the Director, Fleet Services and Materials Management, leading a team of about 115 people across BC that provide services to meet BC Hydros complete needs for vehicles and wheeled equipment. Functional areas include: Fleet Asset Management plans and executes a plan for replacement and new need purchases, as well as manages an extensive vendor network that provides additional vehicles, fuel, and maintenance services; Regional Operations includes internal client service management in each of BC Hydros four regions, and management of BC Hydro tradespeople that provide preventative, corrective and emergency maintenance services; Central Operations performs key inspections and maintenance of aerial devices and provides support to the tradespeople within Regional Operations; Systems and Technology provides leadership to manage Fleets internal systems including our garage system and future technology such as telematics. BC Hydros Fleet Services team plays a vital role as part of our Supply Chain function, delivering operational excellence toward ensuring the cost effective provision of the right vehicles and services, to the right place, at the right time, while maintaining appropriate controls and the highest commitment to safety compliance. The team is responsible for over 3,700 fleet assets, a $62M operating budget and a $70M annual capital budget. BC Hydro is undergoing a change in its Fleet. Reduction in our emissions is one of our key objectives while maintaining reliability, and safety of our assets in an affordable way over the next decade. We will achieve this through our business practices and adopting new technology over time. We are seeking a leader with knowledge of fleet operations and a proven track record in greening public sector fleet organizations. The successful candidate will: Be accountable for the financial, administrative, technical and service operations of BC Hydros Fleet Services function; Drive a safety culture within BC Hydro by ensuring the use of safe work practices that comply with BC Hydro policies and external regulations, as well as recognizing safe work performance and intervening when necessary to prevent safety incidents; Lead the implementation of multi-year, strategic change program for Fleet Services focusing on operational excellence that meets the future needs of clients, many of whom are currently transforming their business process. This will require working with stakeholders across the organization, particularly in the operations and planning functions, to provide the right vehicles and services at the right time, at the right cost, while achieving agreed-to service levels; Develop and sustain deep relationships, specifically with BC Hydros operating groups, to understand their business priorities and needs so Fleet Services can successfully operate to meet these needs in a flexible and efficient way; Lead, manage performance, and coach/mentor a province-wide team of multi-function and multi-disciplinary staff, including management, professional employees, and employees that are part of the MoveUp and IBEW unions; Drive innovation to improve and update fleet-related processes focused on quality, cost and cycle time while aligning with Utilize strong management principles and good planning to develop and implement annual business plans and budgets, and ensure key priorities are determined, communicated, reinforced and systematically met by Fleet Services; Ensure the appropriate forecasting and planning tools are implemented to lay the foundation for good management in areas such as capital planning, preventative maintenance and regulatory compliance; and Lead the development and implementation of a quality management and outfitting plan to improve the quality of our vehicles and reduce commissioning time Enhance & support our culture around inclusion and diversity using BC Hydros principles. This includes ensuring everyone feels safe to focus on their work; and by attracting the best talent into key roles at Fleet including the apprentice program. What you bring Bachelors degree in Business Administration, Engineering, Economics, or a related field. A MBA or equivalent education/business experience, Certified Public Fleet Professional (CPFP) designation, Project Management Professional (PMP), and/or IAM institute for asset management professional would be considered an asset. 10+ years of progressive related experience in senior leadership roles. A proven track record in developing green strategies for large public sector fleets including GHG planning and knowledge of regulatory programs such as Clean BC or equivalent; Previous experiencing developing fleet replacement strategies to optimize total life cycle costs, emission reduction, reliability, and asset safety or equivalent; Knowledge of fleet mechanical systems including electrification options for all vehicle classifications (heavy, medium and light duty assets, trailers, and equipment) A proven track record in successfully leading the development and implementation of a strategic vision, highly complex, interlinked operational strategies and process transformation initiatives in a large, diverse operations; Fleet management expertise / experience in the electric utility industry, or an industry with challenges, risks, and expectations similar to a regulated electric utility industry would be an asset; Progressive senior management experience leading to expertise in the various functions (e.g., design, maintenance, operation of a vehicle fleet; vendor management, etc.); Demonstrated results leading and managing large projects and organizational change involving multiple stakeholders, including the ability to translate business insight into broad strategies for the organization and to provide leadership and direction in determining appropriate courses of action, despite challenges and conflicts; Ability to successfully make decisions that balance short term needs with long term implications; A demonstrated track record of successfully leading change while ensure core operational service objectives are met; Exceptional communication, facilitation, negotiation, presentation and interpersonal skills; Ability to establish a high level of rapport and communicate effectively with people in a variety of positions within and outside of own department (e.g., executives, peers, technical staff, tradespeople, union, vendors); Ability & desire to promote employee & leadership development at an individual and organizational level by establishing clear expectations, providing constructive and developmental feedback, and having difficult conversations; Demonstrated results building high performing teams that consistently deliver outstanding results; Ability to inspire trust in difficult situations by instilling confidence and engaging people on matters that affect them.
