About the Project Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians. Position Overview The Health & Safety Manager is responsible for leading and overseeing the implementation of the projects health and safety program to ensure a safe work environment for all employees, contractors, and visitors. This role establishes safety standards, ensures compliance with applicable regulations, and drives continuous improvement in safety performance across construction and project operations. Key Responsibilities Develop, implement, and maintain the project Health & Safety Program, policies, and procedures in compliance with regulatory requirements. Ensure daily adherence to safety plans, safe work procedures, and company safety standards. Lead safety inspections, audits, and site safety walks to identify hazards and ensure corrective actions are implemented. Monitor project safety performance, analyze trends, and recommend improvements to reduce incidents and risks. Investigate incidents, accidents, and near misses; determine root causes and implement corrective and preventive measures. Maintain accurate records of safety activities, incidents, inspections, and compliance documentation. Act as liaison with regulatory agencies, insurance representatives, and external safety organizations. Provide leadership and direction to Health & Safety Coordinators and site safety personnel. Promote safe work practices and intervene to correct unsafe behaviors or conditions. Ensure compliance with federal, provincial, and local safety regulations and industry standards. Coordinate and support Joint Health & Safety Committee activities and safety meetings. Develop and deliver safety training programs and ensure workforce competency. Collaborate with Project Managers and Superintendents to ensure timely resolution of safety issues. Monitor contractor and subcontractor compliance with project safety requirements. Lead safety awareness campaigns and initiatives to strengthen safety culture. Prepare safety reports, KPIs, and documentation for management review and audits. Education and qualifications Bachelors degree in Occupational Health & Safety, Environmental Science, or a related field. Minimum 7+ years of relevant experience in health and safety management, preferably in construction, marine or infrastructure projects. Strong knowledge of construction safety regulations, WorkSafeBC requirements, and industry best practices. Experience leading safety programs, audits, incident investigations, and compliance initiatives. Demonstrated leadership experience managing safety teams and coordinating with project stakeholders. Knowledge of ISO 45001, COR principles, and safety management systems. Experience working with workers compensation processes and incident case management is an asset. Professional certification such as CRSP, NCSO, or equivalent is preferred. Advanced Microsoft Office skills and experience preparing safety reports and KPIs. Strong analytical, communication, and problem-solving skills. Ability to manage multiple priorities and work effectively in a fast-paced project environment. The expected salary range for this opportunity is $115,000 - 170,000. Please note that salaries may vary depending on the candidates experience and geographical location.
