Reporting to the Manager of Capital Projects, the Project Manager, Facilities leads the full lifecycle of capital projects across GEFs seniors housing portfolio. The role represents GEF in managing scope, schedule, cost, quality, and risk to ensure safe, efficient project delivery aligned with infrastructure renewal and sustainability goals. The position provides technical leadership and contract administration for projects in occupied seniors housing environments, requiring strong knowledge of building systems, construction sequencing, regulatory compliance, and stakeholder coordination. The Project Manager works closely with internal teams, consultants, contractors, and government partners to achieve successful outcomes while minimizing disruption to residents. The role demands strong project management skills, financial and contract administration expertise, building science knowledge, and disciplined documentation and communication practices. Key Responsibilities: Project Management & Capital Delivery - Lead planning, execution, and closeout of capital projects from initiation through warranty completion. - Develop and manage project scopes, schedules, budgets, and risk registers for multiple concurrent projects. - Prepare procurement documents and support competitive tendering processes in alignment with GEF and Government of Alberta procedures. - Administer construction and consultant contracts, ensuring performance, compliance, and timely issue resolution. - Oversee project financial controls including cash flow forecasting, costtocomplete analysis, and variance reporting. - Review and process progress claims, change orders, and final accounts. - Conduct regular site inspections to monitor progress, quality, safety, and regulatory compliance. - Lead deficiency management through substantial performance and warranty periods. - Facilitate stakeholder communication, project meetings, and reporting. Project Controls, Contract Administration & Governance - Maintain project controls including schedules, budgets, risk logs, and change management documentation. - Prepare accurate project status reports, financial summaries, and briefing materials. - Ensure compliance with OH&S legislation, building codes, safety standards, and permit requirements. - Maintain complete and auditable project documentation including drawings, specifications, submittals, and closeout materials. - Monitor contractor and consultant performance and address deficiencies or noncompliance. - Stay current on relevant legislation, codes, and industry best practices. - Analyze project and maintenance data to support capital planning and decisionmaking. - Provide technical guidance to facilities, maintenance, and operations teams. - Build strong working relationships with government representatives, consultants, contractors, and regulatory authorities. - Support standardization of project delivery practices through documentation and lessonslearned processes. - Promote a culture of safety, accountability, professionalism, and continuous improvement. - Address projectrelated issues in a timely and solutionfocused manner. Experience & Education Preference: Education: - Degree in Engineering, Architecture, Construction Management, Project Management, or equivalent combination of education and experience. - Certified Engineering Technologist (CET) or trade certification considered an asset. - PMP or equivalent project management certification considered an asset. Experience: - Proven experience delivering light to medium commercial construction projects, including upgrades in occupied facilities. - Experience managing capital projects up to approximately $5 million. - Strong background in contract administration, procurement, and consultant/contractor coordination. - Experience in seniors housing, nonprofit, or institutional environments preferred. - Demonstrated ability to interpret technical drawings, specifications, and construction documentation. - Experience with building system upgrades (mechanical, electrical, envelope, life safety, energy efficiency). - Working knowledge of OH&S requirements and constructionrelated regulatory compliance. - Familiarity with City of Edmonton permitting and inspection processes. - Proficiency with Microsoft Office, project scheduling software, CMMS platforms, and AutoCAD. - Experience with Yardi CMMS and Alberta Purchasing Connection preferred. - Knowledge of CCDC contract forms and documentation. Other Requirements: - Ability to manage a portfolio of up to 30 projects simultaneously. - Ability to lift up to 25 lbs and perform repetitive physical tasks. - Strong time management, communication, and problemsolving skills. - Ability to work independently while contributing to a collaborative team environment. - Strong relationshipbuilding skills with internal and external stakeholders. - Flexibility to respond to shifting project demands and emergencies as needed. - Ability to read and interpret technical construction drawings and site plans. Details: Full Time, Days, 37.50 hours per week, Monday to Friday, 8:00 AM to 4:00 PM Pay Scale: Commensurate with education and experience.
