Senior Manager, Projects The Senior Manager of Projects is responsible for leading and overseeing a comprehensive program of airport capital projects, ensuring alignment with Kelowna International Airports (YLW) strategic objectives. The role is accountable for the development, implementation, and ongoing management of the airports 10Year Capital Plan, coordinating multiple projects and initiatives to deliver infrastructure improvements that meet regulatory, operational, and stakeholder requirements. Projects will include new construction, lifecycle renewal, airfield pavement rehabilitation & expansion, utility upgrades, environmental & resiliency, tenant and commercial development. The Senior Manager supervises a team of Project Managers and provides oversight to tenant development projects within the airport campus. The incumbent may also manage larger or more significant projects directly. Responsibilities - Oversees the development, implementation, and ongoing management of the airports multiyear capital plan. - Coordinates a program of projects to ensure alignment with strategic objectives and the Airport Master Plan. - Supports the Director by providing programlevel insights, forecasts, and recommendations for capital investments. - Leads and manages a team of Project Managers responsible for the execution of individual capital, facilities, and infrastructure projects. - Ensures projects are delivered on time, within budget, and in compliance with regulatory and operational requirements. - Provides mentorship, guidance, and performance management to project staff, supporting the Directors mandate for team development. - Manages human resources within the project team, including recruitment, allocation, development, and retention of staff to ensure optimal project delivery and support organizational goals. - Manages program and project budgets, resource allocation, and financial controls. - Approves expenditures and monitors financial performance, supporting the Directors oversight of multimilliondollar annual budgets. - Prepares reports and recommendations for senior leadership, Council, and advisory committees. Stakeholder Engagement & Compliance - Coordinates with internal and external stakeholders, including regulatory agencies, airline partners, and community representatives. - Ensures program and project activities comply with aviation regulations, corporate policies, and industry standards. - Develops and implements communication strategies to keep stakeholders informed and engaged. - Reviews, improves, and implements design and construction standards for airport capital projects. - Assists in the development of policies, procedures, and bylaws related to airport infrastructure. - Supports the adoption of project management tools to monitor schedule, budget, risk, quality, and contract administration. - Stays current with industry best practices, technology advancements, and regulatory changes through liaison with other airports, consultants, and industry groups. Performs other duties as assigned. Qualifications - Undergraduate degree in Engineering, Architecture, Airport/Aviation Management, Planning, or a related technical field. An equivalent combination of education and experience may be considered. - Recognized professional certification (e.g., facility manager, project manager, superintendent, or owners construction manager). - Minimum eight (8) years of progressive project management experience in airport, construction, or infrastructure projects. - A minimum of five (5) years of supervisory or management experience, including leading multidisciplinary operational teams in a unionized or complex regulatory environment. - Experience managing capital projects through all phases: initiation, planning, execution, monitoring, and closeout. - Accredited Airport Executive (AAE) designation or Airport Management Professional Accreditation Program (AMPAP); or ability to obtain within three (3) years. Preferred Qualifications - Professional Engineering Designation. - Knowledge of Canadian aviation regulatory frameworks and airport governance structures. - Experience working at a federally regulated airport or within a Canadian airport authority. Other Requirements - Must be eligible to work in Canada. - Must be able to obtain and maintain Transportation Security Clearance (TSC) from Transport Canada as a condition of employment. - Must be willing to work outside normal work schedule to meet operational requirements (including crisis and emergency incident management), including nights, weekends, and holidays. - Ability to travel to various locations across the region as required; ability to travel to domestic or international meetings and conferences as required. Pay & Benefits The annual salary for this position ranges from $134,000 to $156,000 (Salary Under Review), depending on qualifications and experience. Most candidates can expect to start in the lower to midrange of this scale, with opportunities for salary growth based on performance and tenure.
