The Opportunity: The City of Red Deer is currently recruiting for an Environmental Planning Superintendent to fill a permanent full-time position. The Environmental Planning Superintendent is responsible for the overall supervision, direction and safety of employees in the Environmental Planning Section. This position provides technical support services and planning for the major maintenance of Environmental Services Department infrastructure. Other administrative responsibilities include public education, contract administration, budgeting, and procedure development for the section. Key Responsibilities: - Lead people management and team developmentworkforce planning, recruitment/selection, onboarding, coaching/mentoring, performance management, discipline, and probation decisions. - Direct day-to-day operations and workloadset priorities, assign work, manage schedules, approve time off/overtime, and ensure deadlines are met. - Provide technical and engineering leadershipguide major infrastructure maintenance planning, analyze data, review technologies, and prepare master plans (Water, Wastewater, Waste Management). - Administer contracts and procurementsprepare tenders/RFPs, evaluate bids, award contracts, interpret terms, resolve disputes, and manage change orders. - Oversee capital planning and budgetingprepare section budgets, develop capital project budgets (treatment plants and waste facilities), monitor expenditures, and recommend budget adjustments. - Implement asset management improvementsrecommend software/tools, enhance maintenance programs, and set/monitor performance practices and rehabilitation strategies. - Lead stakeholder and public communicationscoordinate with internal departments, agencies, consultants, and the public; handle media interactions, public notices, and community events/open houses. - Develop and align policies and proceduresensure section practices comply with City policy, bylaws, strategic plans, regulations, and create/maintain operational guidelines. - Ensure health & safety complianceestablish programs meeting OH&S and other legislation, conduct inspections/hazard assessments, report incidents, and drive corrective actions. - Make informed operational decisions and recommendationsauthorize staffing, training, and invoices; resolve scheduling conflicts; escape complex awards; and propose policy and budget changes. As our preferred candidate, you will have: - B.Sc. Civil Engineering or Environmental Engineering - Ten years experience in Civil Engineering or Environmental Engineering - In addition to the 9 Core Competencies identified for all employees of the City of Red Deer the following are specific to this position: - Knowledge of infrastructure maintenance practices and theory - Knowledge of waste management, water treatment and wastewater treatment technology - Extensive project management experience - Previous Master Planning experience - Coordination of staff activities in a fast-paced environment with changing priorities - Exposure to risk during on-site inspections - Demand on leisure time Affiliation: Exempt Remuneration: $59.82 to $74.77 per hour; $117,088 - $146,360 per annum. Hours of Work: 75 hours biweekly; Monday to Friday, some evening and weekend work may be required when needed.
