Key Responsibilities: Procurement Leadership & Strategy Responsible for the leadership and oversight of procurement teams supporting PUC Services Inc. and NWI, with a focus on strategy, efficiency, and governance. Develop and implement innovative procurement and sourcing strategies aligned with organizational business objectives. Lead the creation of long-term strategic supplier agreements to ensure value, quality, and competitive advantage. Coordinate procurement strategies and support supplier selection decisions, working closely with Engineering, Operations, and Administrative departments, balancing costs lead time, risk and customer impact. Drive Supplier scorecards, regular business reviews, and continuous improvement strategies. Procurement Operations Plan, organize, and manage all procurement activities for the PUC Group of Companies, including project procurement and operational purchasing. Oversee supplier and vendor management, including supplier selection, solicitation of proposals, and contract negotiations. Ensure procurement processes achieve best total cost of ownership while supporting operational and strategic needs. Lead and manage high-value procurements by developing project plans, researching best practices, engaging stakeholders, securing approvals, and implementing procurement plans. Governance, Compliance & Collaboration Work closely with internal stakeholders to ensure procurement policies and procedures are followed. Develop, maintain, and ensure adherence to procurement policies, procedures, and processes that meet regulatory and organizational requirements. Prepare reports for senior management and the Board of Directors related to procurement activities and outcomes. Apply knowledge of legislative, regulatory, and market trends to inform procurement decisions and strategy. People & Organizational Management Manage and develop staff, including performance management, coaching, and succession planning. Establish annual departmental performance targets aligned with corporate and divisional goals. Identify and implement improvements to procurement processes to enhance efficiency, productivity, and service delivery. Lead change initiatives to support innovation, quality, and continuous improvement within the procurement function. Qualifications & Experience Post secondary degree in supply chain management, business, accounting, or a related field. Minimum five (5) years of progressive experience in procurement, strategic sourcing or supply chain role; experience in a utility or regulated environment is considered an asset. Professional procurement or related certification is considered an asset. Strong knowledge of procurement concepts, contract management, and supplier relationship management. Excellent written, verbal, and presentation skills. Strong analytical, critical thinking, and problem-solving skills. Proficiency with MS Office applications, including Word, Excel, PowerPoint, and PowerBI.
