P osition Purpose The Vice President, Financial Planning & Analysis (FP&A) is a senior leader responsible for shaping, driving, and overseeing Infrastructure Ontarios (IOs) enterprisewide financial planning, budgeting, forecasting, and performance management strategy. As a trusted advisor to the Executive Team, Board of Directors, and provincial government partners, the VP provides forwardlooking insights, rigorous financial analysis, and strategic recommendations that support organizational performance, longterm planning, and effective publicsector stewardship. What You Will Do Lead the development and execution of IOs comprehensive financial planning framework, ensuring strong alignment between corporate strategy, operational priorities, project delivery requirements, and government mandated expectations. Own the development and delivery of the annual corporate budget, and enterprise forecasting cycles, ensuring financial plans are integrated, accurate, timely and supported by meaningful performance indicators. Spearhead the modernization and transformation of IO''''s FP&A capabilities. Accountable for the implementation, optimization, and ongoing enhancement of the corporate planning platformdriving improvements in automation, scalability, data integration, and analytic sophistication Partner with Business Services, Technology, and business unit leaders, to ensure planning processes and data platforms support enterprise-wide transparency, agility, and decision-useful insights. Establish best-inclass financial planning practices, including driver based forecasting, scenario modelling and enterprise performance measurement . Oversee integrated project financial planning across IOs project portfolio, ensuring alignment between project budgets, resource plans, enterprise forecasts, and cost recovery models. Provide leadership with deep financial insights, and long-range forecasting to evaluate strategic initiatives, operational strategies, and emerging risks and opportunities. Identify and monitor key financial and operational leading indicators to anticipate performance trends, inform executive decisionmaking, and strengthen forecasting accuracy. Develop a high-performing FP&A team with a strong emphasis on analytical excellence, business partnership, and continuous improvement. What We Are Looking For Progressive FP&A leadership experience in complex, multistakeholder environments; experience in publicsector, Crown, or large capitalproject organizations is an asset. Extensive leadership experience overseeing enterprise financial planning, forecasting, and performance management functions in complex organizations. Proven experience leading enterprise FP&A transformation and capability buildout, including process redesign, governance, and modern analytics practices. Handson experience implementing or optimizing corporate performance management / planning platforms, such as OneStream, Anaplan, Hyperion, or similar. Advanced expertise in enterprise forecasting, scenario modelling, driverbased modelling, and performance management frameworks. Strong background in project financial planning, resource planning, cost attribution, and costrecovery model development. Demonstrated ability to build and evolve FP&A business partnering models that improve alignment between financial planning and operational decisionmaking. Exceptional executive communication skills, including experience presenting to Executive Teams, Boards, and government stakeholders. Proven track record of leading, developing, and mentoring highperforming analytical teams. CPA an asset. MBA strongly preferred. CFA or other analytical/financial designations considered an asset.
