The Role in a Nutshell Base Salary: CAD $94,406.00 - 142,062.00 Overview Reporting to the Director, Medical Affairs and Health Systems Innovation, the Manager, Health Innovation and Evaluation will play a central role in advancing GreenShields strategic ambition as Canadas leading payor-provider health organization with a focus on teambased care services enablement and evaluation leadership. This role will contribute to the organizations ambition to strengthen clinical robustness, competitive alignment to globally leading models of integrated virtual care, and strategic impact specific to public sector and integrated care programs within GreenShields growing healthcare portfolio. This role brings together applied health services evaluation and implementation science, health policy and program analysis, clinical service design, and enterpriseoriented advisory capabilities. Together, these core functions will directly contribute to the design and refinement of new teambased models of integrated virtual care and service delivery in B2G, B2B, and D2C markets and support the Office of Medical Affairs and Health Systems Innovation in engagements across the enterprise (Insurance, Administration & Pharmacy, Health, Cares, Ventures). As a central member of the Medical Affairs and Health Systems Innovation Team, the Manager, Health Innovation and Evaluation will actively support the Director to guide the organization in designing, implementing and evaluating performance against leading teambased care frameworks and benchmarks, identifying opportunities for improvement, and shaping the development of new models of care and evidenceinformed, scalable healthcare services, products and programs. The Manager will collaborate with Health, Data, Product, Strategy and Cares and operational LOB teams to ensure that public sector and B2B business decisions are grounded in evidence, aligned with organizational objectives, and responsive to the needs of diverse internal and external stakeholders, including public sector partners and government counterparts. The manager will play an important role in communicating to diverse internal and external audiences, including, in particular, sales and clientfacing events. Key Responsibilities Evaluation Leadership, ImplementationScience and EvidenceBased Practice. Lead and advise on the design and execution of clinical, operational, and commercial evaluations for health programs, services, and products. Particular attention will be made on operationalization of teambased care evaluation frameworks and benchmarks. Interpret outcomes and performance data to provide decisionready insights for senior leadership, B2G partners and complex stakeholder partnerships. Communicate and disseminate assessments internally and externally with diverse thought leadership and sales environments. Produce evaluation reports and briefing materials used to inform program refinement, investment decisions, and partner discussions. In partnership with the Product and Data teams, support the design, development of clinical parameters, validating and evaluations within Health Outcomes Reports with a central role in framing and reporting on teambased care services and models of care. Health Innovation and Program Development Translate evaluations and outcomes into clear, prioritized recommendations for program and service improvement. Support the development of new models of teambased care, pilot initiatives, and public sector offerings, working alongside clinical and operational leaders. Collaborating with Health and Admin/Pharmacy LOBs and Product teams, support clinically informed design of solutions with rigorously established problemsolution and productmarket fit, with a priority on teambased care. Contribute to innovation roadmaps that connect evaluation findings to program design, scaling decisions, and longterm strategy. Collaborate with crossfunctional teams across clinical operations, analytics, public sector, and partnerships to align evidence, strategy, and execution in teambased care and other models of delivery as they continue to evolve. Provide structured analysis and recommendations to support complex, multistakeholder decisions. Support sales and partnership teams with credible, evidencebased value narratives and materials. Cultivate relationships with external partners, including public sector and health system stakeholders, to support collaborative program development. We are seeking a disciplined, analytically rigorous professional who combines strong judgment with the ability to operate credibly at the intersection of health policy, evidence, and service delivery. Masters degree in Business, Public Health, Health Administration, Health Policy, Health Economics, Epidemiology, or a related field. 510 years of progressively senior experience in healthcare, health services delivery, evaluation, consulting, or a related public or privatesector environment, including roles with increasing responsibility in strategic advisory, evaluation leadership, program design and complex stakeholder engagement. Deep knowledge of the Canadian healthcare system, including public and private insurers, regulatory structures, and health policy environments. Demonstrated ability to structure complex or ambiguous problems, develop clear evaluation frameworks, and guide evidencebased decisionmaking in realworld delivery or policy contexts. Proven experience interpreting clinical outcomes and health data, and applying findings to program evaluation, service improvement, and product development. Strong advisory capability, with experience providing concise, evidencebased recommendations to senior leaders and influencing decisions without direct authority. Experience leading multifaceted initiatives involving program design, service innovation, or clinical services management. Advanced analytical and problemsolving skills, with sound judgment in identifying risks, opportunities, and operational implications. Exceptional communication skills, including the ability to translate complex clinical or analytic material into clear briefings for technical and nontechnical audiences, including executive and public sector audiences. Strong leadership and collaboration abilities, including experience working across departments and managing or guiding crossfunctional project teams or workstreams. Professional proficiency in English, with French considered a strong asset. Appendix A Collaborative Execution Across Functions Build and sustain effective working relationships with key functional areas within GreenShield, with particular emphasis on Public Sector, Government Relations, GS Cares, Clinical Operations, and Marketing. Translate collaboration into concrete joint outputs, shared priorities, and aligned decisionmaking forums. Applied Innovation and Sector Awareness Keep abreast of health policy and sector trends, advancements in digitalfirst clinical programs, services, and products, and competitive landscapes. Apply this knowledge to inform practical program design and adaptation, rather than abstract innovation concepts. EvidenceDriven Strategy and Policy Insight Utilize data analytics and evaluation findings to inform strategies and recommendations where available, and craft policy and program advice grounded in rigorous assessment of feasible alternatives and tradeoffs. Service Excellence and External Credibility Provide rigorous, wellstructured analyses and recommendations that support clearly defined outcomes. Strengthen GreenShields credibility with external stakeholders by ensuring evidence and evaluation are central to public sector engagement and integrated care partnerships. Leadership Through Influence and Development Lead by example by setting high standards for analytical quality, clarity, and professionalism. Support team development by mentoring colleagues, sharing expertise, and strengthening collective capability across the organization. Risk Management and Compliance Identify potential risks associated with GreenShield services and programs, particularly in public sector and regulated environments, and develop strategies to mitigate them.
