Job ID: 62825 Job Category: Policy, Planning & Research Division & Section: Deputy City Manager DGS Office, Strategic Policy & Programs Work Location: Toronto City Hall, 100 Queen Street West (hybrid) Job Type & Duration: Full-time, Permanent Vacancy Salary Range: $195,150.00-$254,800.00 Hiring Zone: $212,957-$230,890 Shift Information: Monday to Friday, 35 hours per week Affiliation: Non-Union Number of Positions Open: 1 Posting Period: 17-MAR-2026 to 30-MAR-2026 Responsibilities Reporting to the Deputy City Manager, Development & Growth Services, the Director Strategic Policy & Programs is a key strategic leader responsible for advancing high-priority transformation initiatives that strengthen performance, improve service delivery, and support the City of Torontos long-term growth objectives. You will serve as a trusted advisor to the Deputy City Manager, a champion for organizational transformation, and a builder of high performing teams. Your success will be felt not only within Development & Growth Services, but across the entire enterprise, where your leadership propels major initiatives, strengthens performance culture, and brings coherence to complex, city wide strategies. You will represent the Deputy City Manager on major corporate priorities and executive committees, translating complex issues into strategic direction and accelerating Torontos most critical initiatives. Youll bring clarity and cohesion to cross divisional work that touches every corner of the Citys services. In addition, you will lead multidivisional teams through high impact business transformation initiativesprojects that reinvent systems, elevate service delivery, and enhance organizational performance. You will design the strategies, tools, and governance frameworks that guide Toronto through change. You will establish performance measures, strengthen accountability frameworks, and use data analytics to drive continuous improvement. Your leadership will bring focus, alignment, and measurable results to the DCMs portfolio, helping Toronto deliver services with greater transparency, efficiency, and impact. You will cultivate partnerships with senior leaders, Council, political offices, external agencies, and other levels of governmentnavigating both strategic objectives and political context with ease. You will be the connective tissue that ensures collaboration, alignment, and shared purpose in tackling the citys most pressing issues. You will guide and inspire a diverse team of professionals, fostering a culture rooted in service excellence, inclusion, continuous learning, and innovation. You will empower staff and nurture an environment that embraces creativity, equity, and modern public sector leadership. Qualifications Post-secondary education in public administration, business administration, or other relevant discipline, or the equivalent combination of education and experience. Director level experience in the key functional areas of public sector strategy and consulting, business transformation, strategic planning, operations and/or customer service. Extensive leadership experience with strong relationship building skills and the ability to influence and obtain buy-in and support. Extensive experience managing large scale initiatives or strategic projects, managing change and ensuring deliverables are achieved. Considerable experience managing a team of professionals, coaching for performance, fostering engagement and continuous learning. Advanced analytical, problem solving and conflict resolution skills combined with an enhanced ability to execute and deliver results utilizing initiative and innovation. Highly developed interpersonal and communication skills, with the ability to communicate at all levels of the organization. Ability to provide strategic direction on issues management, communications coordination and relationship management, including highly confidential matters. Ability to lead the development, implementation, monitoring and evaluation of program performance.
