PRIMARY JOB RESPONSIBILITIES - Manage all phases of assigned capital projects from initiation to closeout, including scope development, scheduling, budgeting, procurement, execution, and final turnover. Responsibilities include supervision of project teams and internal staff, leading stakeholder meetings, design reviews, and site inspections to ensure client needs are understood and met. - Develop detailed project plans, budgets, and risk assessments; monitor performance against milestones. - Ensure alignment of project objectives with institutional priorities and Facilities Services strategic direction. - Provide regular project reporting to the Director and senior leadership, identifying key risks, issues, and mitigation strategies. - Contribute to the continuous improvement of project management practices, templates, and governance standards. - Work collaboratively with the Procurement Department to procure and manage external service providers including architects, engineers, project managers, and contractors. - Provide required specifications and technical details to support the Procurement Department with the preparation and review of tender and RFx documents, contracts, and change orders in accordance with University policies and public procurement regulations. - Acts as first point of contact and liaises with Human Resources and other stakeholders as appropriate regarding all human resources, health and safety, and union related matters, including but not limited to: hiring, performance/discipline, sick leaves, workers compensation, terminations, retirements, resignations. - Maintain all staff time entry, attendance, and personnel records, approve vacation and other absences, evaluate performance and handle all disciplinary matters (up to and including termination). Manages absence reporting and secures temporary replacement personnel during sick and or vacation leaves ensuring compliance with institutional policies. - Ensure all projects comply with applicable building codes, safety standards, environmental regulations, and institutional policies. - Coordinate with regulatory authorities as required for permitting, inspections, and approvals. - Promote health and safety best practices on all construction sites in collaboration with internal Health & Safety staff and external partners. ESSENTIAL QUALIFICATIONS - Bachelors degree in Architecture, Engineering, Construction Management and associated professional licence (i.e., OAA, P.Eng), or applicable field related to the position. - Minimum of 3 years of progressive management experience in capital project and / or construction management, preferably in an institutional or public sector environment. - Proven experience leading project teams within large organizations, including staff leadership in unionized environments. - Extensive background in project management, capital planning, construction, and facilities operations, including budgeting, tendering, and compliance with applicable codes and legislation. - Demonstrated experience in continuous improvement, quality assurance, and operational reviews. - Strong knowledge of building systems (e.g., HVAC, plumbing, electrical, mechanical), construction standards, building codes (e.g., OBC) and project delivery methodologies. - Proficiency with project / construction management tools and systems (e.g., Microsoft Project, AutoCAD, etc.). - Proficiency in Microsoft Office (e.g., Word, Excel, PowerPoint). - Familiarity with institutional design and construction standards, facility management practices, systems / tools, and accessibility (e.g., AODA) and safety legislation (e.g., OHSA). - Strong organizational, multitasking, and prioritization skills in fast-paced, deadline-driven environments. - Ability to write and present clear, concise reports, policies, procedures, and technical correspondence for diverse audiences. - Demonstrated success in stakeholder engagement, team building, negotiation, and providing exceptional client service. - Commitment to equity, diversity, inclusion, decolonization, and accessibility in the workplace. PREFERRED QUALIFICATIONS - Enhanced business training Project Management Professional (PMP) Designation, Gold Seal Certification Construction Management or equivalent. - Knowledge of applicable University policies, procedures and services offered, particularly those related to client services. - Possess current knowledge of Service / Project Management and Continuous Improvement best practices, techniques and tools.
