The OpportunityThe Government Services Director is a senior leadership role responsible for overseeing core community infrastructure and operational services. This includes capital planning, housing and property management, infrastructure and maintenance, warehouse operations, and community delivery services.Working closely with Chief and Council, the Management Committee, Citizens, and partners, the Director ensures services are delivered responsibly, sustainably, and in alignment with longterm vision and priorities.This role blends strategic planning, operational leadership, financial stewardship, and community engagement, ensuring highquality services and strong outcomes for Citizens.Key ResponsibilitiesStrategic & Departmental LeadershipProvide overall leadership and direction for Government Services operations.Collaborate with leadership and Council to identify Citizen and community needs and priorities.Proactively manage operational risks, trends, and emerging issues.Align departmental operations with strategic and business plans.Planning & Service DeliveryDirect the delivery of housing, infrastructure, and community services.Build partnerships with Yukon and Federal governments to secure funding and expertise.Ensure services are accessible, responsive, and culturally grounded.People LeadershipLead, coach, and develop managers and staff.Establish clear work plans, performance expectations, and development goals.Foster a healthy, respectful, and accountable workplace culture.Address personnel and operational issues with sound judgment and compassion.Financial & Project ManagementDevelop and manage annual departmental budgets (over $10M).Oversee contribution agreements, procurement, and expenditures.Lead proposal development and project implementation.Ensure projects are completed on time, on budget, and in compliance with funding requirements.Governance & ComplianceChampion sound governance, HR, and financial practices in alignment with organizational policy.Ensure compliance with legislation, policy, and operational standards.Protect the confidentiality and integrity of government records.Community & External RelationsLead or support community engagement and public consultation initiatives.Respond to Citizen concerns and incorporate feedback into service delivery.Represent in external forums and partnership discussions.Emergency ManagementRespond to crisis and emergency situations affecting staff or Citizens.Coordinate solutions with internal teams and external partners.What Success Looks LikeEngaged, capable, and highperforming teamsStrong relationships with Citizens, Council, partners, and stakeholdersWellmanaged infrastructure and services aligned to community prioritiesSound financial stewardship and funding optimizationTransparent communication and informed decisionmakingA culture grounded in respect, integrity, and accountabilityQualifications & ExperienceEducation & ExperiencePostsecondary education in engineering, project management, business administration, urban planning, or a related fieldor an equivalent combination of education and experience.10+ years of senior experience in construction, trades, infrastructure, project management, or maintenance operations (trade certification is an asset).5+ years of experience leading teams, managing budgets, and operating within governance frameworks.Demonstrated experience managing infrastructure or facilities programs, including strategic planning and evaluation.Experience working in Northern or Arctic regions is an asset.Knowledge of national, territorial, and local building codes and regulations.Core CompetenciesStrategic thinking and planningPeople development and leadershipResults orientation and decisionmakingStrong communication and collaborationServicefocused mindsetIntegrity, respect, and confidentialityHigh selfawareness and adaptabilityWorking ConditionsPrimarily officebased work environmentFrequent travel within Yukon; occasional travel outside the territoryOccasional evening and weekend workMandatory attendance at General AssembliesExposure to highstress or emotionally demanding situationsConditions of EmploymentSuccessful completion of an RCMP Criminal Record Check
