As the company continues to scale, we are looking for a People & Culture Manager who will build, manage, and evolve the HR foundation that supports a high-performing, collaborative, and people-first agency. This role is both operational and cultural. It requires someone who can manage the mechanics of HR across multiplejurisdictionswhile also shaping the employee experience that makes PUSH a place where talented people thrive. Role Overview The People & Culture Manager will lead the agencys HR and people operations across Canada and the United States. The role will oversee the full employee lifecycle including recruitment support, onboarding, development, performance management, retention, and offboarding. Beyond core HR responsibilities, this role is central tomaintainingand strengthening the culture that defines PUSH. The successful candidate will design and execute programs that support employee engagement, career development, and team connectivity across both hybrid and remote teams. This is a hands-on leadership role for a proactive self-starter who is comfortable building processes, solvingpeoplechallenges, and partnering closely with leadership to support organizational growth. Key Responsibilities HR Operations and Compliance Develop andmaintainHR policies, procedures, and compliance across multiple Canadian provinces and U.S. states Ensure employment practices align with relevant labor laws, employment standards, and HR best practices Maintainemployee recordsanddocumentation Manage benefits, leave HRIS systems and platforms Coordinate with externallegal,,and HR advisors asrequired Support leadership on HR risk management and employee relations matters Manage workplace health and safety compliancebymaintainingpolicies and documentation, coordinating safety procedures and communications Employee Lifecycle Management Develop and lead theonboarding and offboarding processes to ensure a professional and consistent employee experience Maintain role descriptions, organizational structures, and responsibilities across teams Lead full-cyclerecruitment processes in partnership with department leaders Manage probation reviews, performance conversations, and exit processes Performance and Career Development Develop andleadthe agencys performance management framework including goal setting, goal tracking, and annual reviews Work with leadership to define role progression frameworks and career development paths Develop andmaintaincompensation benchmarks and pay band structures Support employee retention initiatives and long-term talent development planning Culture and Employee Engagement Lead initiatives that strengthen PUSHs culture and employee experience Plan and execute internal events, celebrations, and team-building initiatives Organize company town halls, recognition programs, and team incentives Ensure hybrid and fully remote employeesremainconnected and included in the broader company culture Help leadership reinforce the companys values and collaborative working environment Leadership Partnership Serve as a trusted advisor to the President, COO, and department leaders on people and organizational matters Support leadership with team planning, organizational structure, and workforce development Identifyopportunities to improve employee engagement, productivity, and collaboration Office Coordination (Light Office Management Manage thecoordination of the Toronto office environment and workplacelogistics Assistwith planning internal meetings, team gatherings, and office events Ensure the officeremainsa welcoming, organized, and functional workspace for in-office employees Qualifications 5-8+years of experience in Human Resources, People Operations, or Culture leadership roles Experience managing HR in a multi-province and/or cross-border (Canada and U.S.) environment Strong understanding of employment standards, HR compliance, and people operations best practices Experience in agency, marketing, media, technology, or other fast-paced professional services environments preferred Demonstrated experiencedevelopingHR processes and frameworks in growing organizations Strong interpersonal, communication, and organizational skills Highly self-motivated and capable ofoperatingindependently while collaborating with senior leadership Personal Attributes Proactive self-starter who takes ownership and drives initiatives forward Strong emotional intelligence and ability to build trusted relationships across teams Comfortable balancing operational HR responsibilities with cultural leadership Organized, detail-oriented, and capable of managing multiple priorities Passionate about creating an engaging, inclusive, and high-performing workplace Working Model Based in Toronto Hybrid schedulewith twodays per week in the office Collaboration with teams across Canada and the United States
