The St.Catharines Municipal Development Corporation (MDC) is a separate legal entity established by the City of St.Catharines to advance strategic real estate initiatives. Although established by the City, the MDC operates independently. Employees of the MDC are employed by the Corporation, not by the City of St.Catharines.
