Job Description

The Regulatory Operations Administrator is responsible for providing administrative support to stakeholders to meet their regulatory obligations as defined in the Extended Producer Responsibility Regulation, Alta Reg 194/2022 ( EPR Regulation ). This role will provide external customer service and technical support via telephone and email and internal support to the financial compliance and regulatory operations functions. Duties: Oversight of the EPR mailbox and actioning of escalations of the EPR Registration mailbox. Provide support and training to Communities, Producers, PROs, and Processing Facilities on systems (ARMA Connect) and reporting. Review documentation submitted by Communities, Producers, Processing Facilities and/or PROs including but not limited to registration applications, attestations, supply reports, verification reports and material management reports. Support in archival of community records in accordance with ARMAs data management policy Escalate complex cases to Regulatory Operations Officer where appropriate. Support initial screening and case initiation to recognize potential producers to share with Registration Administrators for follow-up. Follow-up with Registered and Potential Producers not responsive to outreach by Registration Administrators. Consistently conduct research and monitor EPR mailbox and other communications to recognize and record free riders for case initiation. Review any adjustments made by Producers, PROs, and Processing Facilities and initiate adjustment verification process. Perform detailed analysis of requests for reporting adjustments and capture relevant backup for submission of adjustment case for approval. Ensure all relevant documentation is included in ARMA Connect files in preparation for the review and approval of interest waivers and write offs. Manage and respond to registered organization/public inquiries or concerns and escalate when required. Manage the process for the inactivation of registered accounts when required. Assist with the development of internal procedures. Manage manual invoice case process. Support the Brand and Marketing team, as required, in development and provision of background materials (e.g., FAQs, slide decks, guides, ARMA website updates, regulatory compliance bulletins, and standard operating procedures) for stakeholders required to register and report. Maintain files and records in line with records management standards and processes in non-compliance cases for escalation to the internal Assessment Committee and/or the Government of Alberta. Alberta Environment and Protected Areas (EPA) Staff Support Respond to EPA staff inquiries as delegated by the Manager, Regulatory Operations related to EPAs Digital Regulatory Assurance System (DRAS) to support the delivery of EPAs compliance function. Enter escalation reports in DRAS where required based on finalized non-compliance cases. Is fully trained in DRAS and enters cases into DRAS as escalated by Regulatory Operations Officers or Regulatory Operations Manager. Ensure EPA staff users of ARMA Connect are trained in the relevant systems to access and review data that supports their compliance and enforcement work as required (GoA as a Producer) Respond to questions from the EPR Mailbox that are forwarded by EPA Staff. Education and Experience Post-secondary education or equivalent work experience Two to four years experience in customer service is required Regulatory compliance experience is considered an asset Background with Salesforce considered an asset Knowledge and understanding of regulatory environments and/or the circular economy would be an asset Understanding of baseline financial management considered an asset Strong customer service orientation to establish and maintain a high level of customer satisfaction through telephone and email correspondence Ability to solve problems in a timely, accurate and professional manner Critical thinker with the ability to ask the right questions Attention to detail and accuracy Demonstrated organizational skills with the ability to prioritize and thrive in a climate of change Strong interpersonal skills and demonstrated ability to be an effective team player ready to collaborate and pitch in where required Ability to develop strong relationships with registrants Discretion and judgment in working with confidential information Conflict resolution and mediation skills.
