The role is responsible for overseeing the strategic direction and operational management, including personnel, financial, and administrative functions of related MNO branches. Working closely with senior leadership, legal counsel, and regional consultation committees, the Senior Director leads the development of evidencebased rights assertions, supports duty to consult and accommodate processes, and represents the organization in rightsoriented negotiations and policy discussions with Crown governments. The position also plays a key role in advancing strategic policy initiatives, strengthening internal capacity on rightsrelated matters, and supporting crossorganizational priorities, including the implementation of rightsrelated and selfgovernment agreements. What You Will Be Doing Programs and Services Alongside the Chief Strategy Officer (CSO) and Senior Director of Strategy, oversee program planning, service delivery, quality assessment and strategic alignment for the operational branches within the CSO purview. Oversee and work directly with Directors to build awareness and education around rightsrelated issues and support enabling systems, policies and processes that result in highquality, effective, and impactful programs for Mtis citizens and communities in Ontario. Leadership Lead the strategic direction, implementation, and oversight of the MNO Secretariats Lands, Resources, and Consultations (LRC) and Rights Research and Policy (RRP) Branch, including overall responsibility for personnel, administrative, and financial management. Hire, lead, mentor, coach, motivate and reward direct reports to encourage optimal performance. Ensure development plans are in place, performance coaching is provided, and succession plans are in place. Strategic Planning Lead the synthesis and advancement of credible rightsrelated assertions on behalf of historic Mtis Communities in Ontario, utilizing historical evidence, TKLUOS data, and technical analysis. Develop and advance strategic rightsrelated policy recommendations in collaboration with the MNOs Chief Strategy Officer, Chief of Staff, and Senior Director of Strategy. Develop and implement tools, training, and informational resources for MNO Secretariat staff and Regional Consultation Committees that deepen operational knowledge and capabilities pertaining to rightsrelated matters, collaborating closely with internal and external counsel. Stakeholder Engagement & Networking Participate in negotiations with Crown Governments pertaining to rightsrelated policies and agreements on behalf of the MNO Secretariat. Oversee the analysis, development and submission of rightsrelated policy reviews and comments within Crown Governments legislative and regulatory processes. Support the MNOs Chief of Staff in developing and delivering policy proposals to the MNOs elected leadership, including the PCMNO, PCMNO Executive, Provincial Secretaries, and Regional Consultation Committees. Support other MNO Branches in strategic rightsrelated policy development and negotiations, including matters related to MNO SelfGovernment Implementation. Act on behalf of the CSO to represent the MNO in negotiations, funding proposals, or other official functions. Qualifications University Degree in law, natural resources management, political science, or Indigenous studies. 7 to 10 years of experience in policy, Indigenous governance, lands and resources management, rights research, consultation, or a related field. Demonstrated experience leading multidisciplinary teams and managing complex program areas, including oversight of staff, budgets, and operational planning. Significant experience working on Indigenous rights issues, including rights recognition, harvesting rights, lands and resources, or consultation processes. Proven experience participating in or supporting negotiations with federal and/or provincial governments, particularly related to Indigenous policy, consultation agreements, or rightsbased frameworks. Experience developing and advancing strategic policy initiatives, including preparing policy analyses, briefing materials, and recommendations for senior leadership or elected officials. Demonstrated experience analyzing and applying historical, legal, and technical evidence in support of Indigenous rightsrelated assertions or policy positions. Experience working collaboratively with legal counsel, researchers, and technical experts to support policy development, negotiations, and consultation processes. Extensive knowledge of Mtis rights, governance, and the historical and contemporary context of historic Mtis Communities in Ontario. Strong understanding of Indigenous rights frameworks in Canada, including the duty to consult and accommodate, rights recognition processes, and CrownIndigenous relations. Knowledge of federal and provincial legislative, regulatory, and policy development processes affecting lands, resources, harvesting, and Indigenous rights. Knowledge of selfgovernment processes and agreements, including policy and governance implications related to treaty or framework implementation. Strategic leadership and organizational management skills, including the ability to guide multidisciplinary teams and manage complex program areas. Strong policy analysis and development skills, including the ability to synthesize complex legal, historical, and technical information into clear policy recommendations. Negotiation and relationshipbuilding skills for engaging effectively with Crown governments, legal counsel, leadership, and external partners. Strong analytical and critical thinking abilities, particularly in evaluating historical evidence, policy proposals, and consultationrelated documentation.
