Qualifications Required: University degree in Business, Engineering, Public Administration or related, PLUS 7 years related experience or equivalent as described. Equivalency: Directly related education or experience considered on the basis of 1 year of education for 1 year of experience, or 1 year of experience for 1 year of education. For Example: Related 1 year certificate PLUS a minimum 10 years of experience. Related 2-year diploma PLUS a minimum 9 years of experience. Related minimum 11 years of experience. The successful candidate must also have: Deep knowledge of financial frameworks, timelines, and requirements for capital and operating program oversight. Strong financial and business acumen in budgeting, expenditure monitoring, forecasting, variance analysis, and financial controls. Comprehensive understanding of legislation, policies, directives, and Treasury Board requirements governing financial reporting, program management, and disaster recovery funding. Strong grasp of departmental and GoA priorities, strategic objectives, and governance structures. Political acumen and awareness of provincial priorities, fiscal pressures, and risks. Ability to navigate complex stakeholder environments, including Regions, Technical Services, Alberta Infrastructure, and Treasury Board and Finance. Expertise in consultation, facilitation, negotiation, and issue resolution. Proven leadership skills in coaching, mentoring, workload planning, and performance management. Solid understanding of transportation system considerations relevant to program delivery and financial stewardship. Strong data analytics capability, including understanding of data structures, tables, query languages, and tools (e.g., Oracle Toad, Power BI). Ability to extract, analyze, validate, and interpret data to support executive decision-making. Assets: Knowledge of Ministry program management systems, financial reporting tools, and data sources (e.g., PMA Delivery). Understanding of emerging analytics needs, performance measurement methodologies, and evolving data capabilities. Familiarity with technical analyses and operational inputs from Regions and Technical Services and how they inform forecasting and reporting. Proficiency with project management and program planning software and the ability to guide staff in data-driven reporting practices. A professional designation, such as CPA, CMA, CGA, P.Eng.
