Responsible for the administration of the financial accounts and invoices related to parks, trails and open spaces. Prepare and complete tenders, requests for proposals and quotes for services related to Parks maintenance and operations Consult on a regular basis with all applicable user groups in order to ensure their input and feedback. The Manager will consider this input in the overall future planning associated with the parks development and maintenance Responsible for demonstrating leadership through the supervision of employees, including hiring, directing/guiding work assignments, performance management, coaching, identifying and implementing training and professional development, absence management, succession planning, motivating and empowering employees Responsible for the maintenance, preservation and enhancement of existing parks, trails, open spaces and their amenities; supervise the development of new parks and trails; oversee the daily operation to ensure sports field facilities, playground structures and other amenities meet health and safety requirements; ensure efficient and effective services through a parks maintenance management system Responsible for Municipal Asset Management Planning, including data validation, condition assessments, levels of service, service risks, lifecycles, operations and maintenance, and replacement cost, as well as reviewing and making recommendations regarding the Municipalitys Asset Management Plan. This position is a member of the Asset Management Team which coordinates the ongoing development of Municipal Asset Management Planning Oversee recreation park development initiatives and leads meaningful community engagement processes to ensure facilities, parks, open spaces, and related amenities reflect community needs, values, and long term sustainability goals Coordinate with internal departments and external agencies on project planning, approvals, and implementation Establish, implement, and continuously improve a comprehensive risk management program that proactively identifies, evaluates, mitigates, and monitors risks across all recreation, culture, and municipal events operationsprotecting public safety, municipal assets, staff, volunteers, contractors, and reputation while ensuring service continuity and compliance with applicable legislation, standards, and municipal policies. Lead and coordinate the endtoend review of applications, requests and permits impacting parks and open spaces, ensuring proposals align with municipal plans, park design standards, environmental best practices, accessibility, and public safety, while delivering consistent, timely, and transparent decisions Leads the planning, design, technical development, and operations of municipal waterfront assets, ensuring safe, sustainable, and communityfocused shoreline parks, trails, recreational access to the river, and subsequent management of waterfront assets, including contractor coordination and risk controls specific to shoreline environments Assist in the design, development and planning of new or upgrades to parks, playgrounds and trails. Consider means to enhance and improve the environment through flower bed development, tree pruning, invasive species, weed control and turf management Oversee winter recreational, parks and facility operations including equipment maintenance, snow removal, garbage collection, outdoor rink maintenance and year round maintenance standards, plan seasonal transitions to ensure staffing, equipment, and materials are in place to meet service expectations Monitor and order, when required, supplies and equipment for parks operation/maintenance. Oversees the development, implementation, and continuous monitoring of standard operating procedures to ensure consistent, efficient, and compliant parks operations Knowledgeable of the Municipalitys Health and Safety Policy and ensure that Departmental operating procedures comply with these provisions and those of the Occupation Health and Safety Act and its regulations, including WHMIS. Take all reasonable and necessary precautions to ensure the safety of oneself, other employees, the public, and any person likely to be affected by the employees acts or omissions Department liaison with organizations and individuals utilizing park facilities, e.g. soccer, baseball, agricultural society, or other community groups; and support and collaborate with special interest and advisory groups related to parks and the environment, e.g. Horticultural Society, Beautification Committee, Environmental Committees, Health and Safety Committee Implement and follow all policies and procedures as defined by the Corporation and its Municipal Council.
