Leads the development, implementation and continuous improvement of targeted inspection, enforcement, compliance, and publiceducation strategies of various programs. Oversees the establishment and operation of multi-business line and/or inter-divisional enforcement tables, ensuring integrated enforcement responses, alignment with City bylaws, and effective collaboration across multiple operational teams and partner business lines and divisions. Major Responsibilities Develops, designs and implements functional policies and programs that make major changes in overall business performance based on long-term needs. Directs, through interdivisional and subordinate management staff, all activities of division-wide and/or interdivisional compliance and enforcement programs, including delegating management responsibility as necessary. Leads and motivates a diverse workforce, ensuring effective teamwork, providing resolution to labour relations issues, ensuring high standards of work quality, and encouraging innovation. Develops, recommends and administers the annual budget for divisionwide and/or interdivisional regulatory compliance and enforcement strategies and functions, ensuring expenditures remain within approved limits. Oversees divisionwide and/or interdivisional regulatory compliance and enforcement program planning, the development and implementation of targeted inspection and enforcement strategies, service delivery, quality assurance, information management, and reporting. Leads business line, divisionwide and/or interdivisional coordination on relevant inspection and enforcement programs. Leads policy development for regulatory compliance and enforcement programs, establishing procedures for coordinated implementation across Municipal Licensing & Standards and partner divisions. Leads continuous improvement and innovation for divisionwide and/or interdivisional regulatory compliance and enforcement programs, using service request data, complaint trends, and enforcement outcomes to develop effective and efficient strategies. Oversees establishment and ongoing operation of divisionwide and/or interdivisional regulatory compliance and enforcement tables, ensuring coordinated multidivisional deployment and tracking. Directs and manages operational responses to significant divisionwide and/or interdivisional regulatory compliance and enforcement programs and develops business continuity plans to ensure uninterrupted coordinated response on enforcement services. Monitors emerging trends and performance on related divisionwide and/or interdivisional regulatory compliance and enforcement programs (e.g., Rat Response Plan) and adjusts planning processes as required. Provides strategic advice to senior management on business line, divisionwide and/or interdivisional regulatory compliance and enforcement programs. Ensures enforcement activities reduce environmental conditions conducive to adverse outcomes, including waste storage issues, property standards violations, and yard maintenance infractions. Focuses on divisionwide and/or interdivisional regulatory compliance and enforcement performance metrics and targeted outcomes. Builds effective management teams and supports coordinated work across all programs. Provides guidance regarding issues management when there are implications for the division, other City divisions, intergovernmental liaisons and political sensitivities. Develops, recommends and implements intergovernmental strategies and maintains relationships with other levels of government that advance divisionwide and/or interdivisional regulatory compliance and enforcement goals and strengthen municipal coordination. Ensures alignment with MLS, other divisional and/or Citywide data systems to identify opportunities to advance divisionwide and/or interdivisional regulatory compliance and enforcement programs, and where required trigger targeted enforcement responses. Develops property and/or neighbourhoodbased enforcement and compliance strategies to advance compliance and enforcement outcomes, monitors progress, and reports on the outcomes of targeted efforts. Contributes to public education and outreach efforts to promote resident compliance behaviours that encourages compliance. Negotiates service contracts with internal stakeholders and external partners where required. Establishes employee recruitment, retention and recognition strategies in consultation with People & Equity. Works collaboratively with Corporate Employee Relations when resolving employee issues and ensures compliance with policies, procedures and legislation. Ensures work is carried out in a manner consistent with the OHSA and all relevant regulations. Represents the City in intermunicipal working groups on divisionwide and/or interdivisional regulatory compliance and enforcement programs. Key Qualifications Postsecondary education in Public Administration, Legal/Justice studies, Regulatory Affairs, Public Policy, Public Health, or a combination of education and experience relevant to regulatory enforcement and compliance. Extensive experience building and leading effective multidisciplinary teams in unionized and nonunionized environment, including coaching, managing, motivating, and holding accountable a diverse team of enforcement and compliance professionals. Considerable experience in regulatory compliance and enforcement, including strategy development, policy development, issues management, and program planning to support coordinated and effective enforcement service delivery, preferably in a complex publicsector environment. Considerable experience managing complex, crossdivisional regulatory and enforcement initiatives from inception through implementation, balancing operational priorities with political, community, legal, and stakeholder considerations. Highly developed analytical and legislative interpretation skills, with demonstrated ability to assess risk, interpret statutes and bylaws, and develop defensible enforcement strategies. Strong ability to build and foster effective internal and external stakeholder relationships, including the ability to engage partners, collaborate across teams and/or divisions, and maintain productive working relationships. Advanced verbal and written communication skills, including preparing strategic reports and briefing materials for senior management, Council committees, and intergovernmental partners. Highly developed judgment, discretion, and political acuity, with demonstrated ability managing emerging risks and highprofile, politically sensitive, or confidential enforcement matters. Familiarity with relevant legislation and standards, such as the Occupational Health and Safety Act, Municipal Act, City of Toronto Act, bylaw enforcement frameworks, labour relations policies, and other statistics governing regulatory compliance programs. Familiarity with and/or experience in integrated pest management is considered an asset.
