Responsible for planning, delivering, and governing IT and digital initiatives that support Nursing Homes, Day Care Centres, and Home-Based Services. The role ensures technology solutions are reliable, secure, compliant with healthcare regulations, including the Health Information Act (HIA), and aligned with care operations, clinical workflows, and organisational strategy.Key ResponsibilitiesPlan, manage, and deliver IT projects across nursing homes, centre-based care, and home care services.Develop project charters, scope, timelines, budgets, risk registers, and resource plans.Apply appropriate methodologies (Waterfall, Agile, or hybrid) based on project needs.Track milestones, dependencies, risks, and issues; provide regular status reporting to management.Ensure projects are delivered on time, within scope, budget, and quality expectations.Lead implementation, enhancement, integration, and upgrades of elder care and healthcare IT systems, including Electronic Medical / Care Records (EMR / ECR)Nursing documentation and care planning systemClient care management systems for day care and home-based servicesEnsure systems support clinical workflows, regulatory reporting, and continuity of care across care settings.Manage system lifecycle activities including planning, analysis, testing, UAT, go-live, enhancements, renewals, and decommissioning.Compliance, Data Protection & Health Information Act (HIA)Ensure all IT projects and systems comply with the HIA, PDPA, MOH guidelines, and internal IT/security policies.Embed privacy-by-design and security-by-design principles in solution design and project delivery.Ensure proper handling, storage, access control, and transmission of health information.Support audits, risk assessments, vulnerability remediation, and compliance reviews related to healthcare IT systems.Stakeholder Engagement & Change ManagementEngage nursing leaders, centre managers, care staff, allied health professionals, and HQ teams to gather and validate requirements.Translate clinical and operational needs into functional and technical specifications.Lead user acceptance testing (UAT), training coordination, and go-live readiness.Drive change management and adoption to ensure effective use of systems by frontline care staff.Manage relationships with system vendors, implementation partners, and IT service providers.Coordinate vendor deliverables, timelines, SLAs, and issue resolution.Evaluate vendor proposals to ensure solutions are secure, scalable, supported, and fit for elder care environments.Work with vendors to tailor solutions to operational and clinical requirements.Application Support & Service ManagementOversee post-implementation support, incident management, and problem resolution.Track incidents, enhancements, and change requests to ensure timely resolution.Maintain user documentation such as SOPs, training materials, release notes, and workflow guides.Ensure systems are stable, user-friendly, and aligned with service delivery needsQualifications & ExperienceBachelors degree in Information Technology, Computer Science, Digital Healthcare, or a related discipline.5+ years of experience in IT project management, application management, or digital transformation.Hands-on experience managing IT systems across multiple sites (e.g., nursing homes, care centres, home care operations).Strong knowledge of healthcare IT compliance, including the Health Information Act (HIA) and PDPA.Experience working with vendors, managing SLAs, and coordinating system implementations.Strong stakeholder engagement, communication, and documentation skills.Experience in healthcare, elder care, or non-profit social service sectors.Project management certification (PMP, PRINCE2, Agile/Scrum).Experience with SaaS platforms, system integrations, and digitalisation initiatives.Familiarity with change management and driving user adoption in frontline care environments.About St Lukes Eldercare St Lukes ElderCare (SLEC) is a Christian healthcare provider dedicated to enriching the lives of seniors in Singapore, regardless of race, language and religion.Guided by our GRACE philosophy of care, we are committed to providing compassionate and holistic care that fosters autonomy and choice.
