AtkinsRalis is hiring a Contracts Administrator to join our growing team based in Calgary, Alberta. Your role Work with the Commercial Director to develop and implement systems and processes to manage all elements of the Contract Management functions, including but not limited to: Develop and implement procurement strategies aligned with transit and rail project objectives and public sector guidelines. Execute sourcing, tendering, evaluation, and contract award activities for the assigned material, equipment, and service packages. Ensure competitive bidding and compliance with applicable procurement laws and project requirements. Draft and implement Management Plans, Processes and Procedures including registers for Change Orders, Extensions of Time, Subcontract status, key requirements, and subcontractor payments. Create and manage workflows for approvals under the DoA; create templates for standard requirements under the Prime Contract and Subcontracts (Subcontractor Progress Claim Template, Change Direction Template, Extension of Time Approval/Rejection). Collaborate with the Commercial Director when negotiating changes to the General Conditions in the Subcontract suite and obtain approval under the Delegation of Authority for material changes. Direct management of high value, critical and complex Subcontract packages. Assess Subcontractor progress claims and invoices and ensure assessment and payment in accordance with applicable acts. Compile accruals and work with the Project Controls Team to finalize the monthly Project forecast. Work closely with the Delivery Partner Project Team, Subcontractors, and stakeholders to understand Prime Contract and Subcontract requirements and Delivery Partner processes. Increase commercial awareness in the Delivery Partner Project Team (training sessions, mentoring, lessons learned). Assist the Finance Team in responding to audit queries related to Subcontract transactions. Support the Commercial Director with compilation and management of external dispute resolution processes if required (adjudication, arbitration, litigation). Support the Commercial Director to report and implement lessons learned from active and completed Subcontracts to drive continuous improvement of the Subcontract suite, systems and processes. Collaborate with internal and external Legal teams when required. Ensure strong strategic and proactive management of downstream Subcontracts, including but not limited to: Train and mentor contract administrators on best-practice Subcontract management. Raise Subcontract commitments and change orders in the JD Edwards finance system; manage hold-back and bonding and receipt progress claim values. Attend Subcontractor kickoff and progress meetings and issue and file all minutes of meeting for Subcontractor records. Ensure all commercial correspondence is timely and professional. Work with the Quality, Safety and Completions Teams to ensure non-commercial requirements under the Subcontracts are met (As-Builts, Quality Documentation, defect rectification, etc.). Ensure compliance with Delivery Partner Management Plans and guidelines, Subcontract and Prime Contract requirements, the Construction Act and applicable laws. Dispute avoidance and active management of Subcontractor dispute processes. About You 7+ years' experience in Senior Contract Administration, Quantity Surveying, Project Management or Contracts / Procurement Management. Experience in large, complex, civil construction projects is essential; experience with electrical, mechanical and trackwork is beneficial. Proficiency in drafting concise, accurate, professional correspondence, including knowledge of relevant safety regulations and quality control processes. Proficiency in reading and interpreting contract requirements in various contract formats and a strong understanding of the Construction Act and Alberta law. Strong commercial acumen with the ability to analyze high volumes of information and make timely commercial decisions. Strong time management skills and the ability to multi-task in a fast-paced environment. Strong MS Office skills; experience with JD Edwards, Aconex and Procore is an advantage. Availability to work from downtown Calgary office location.
