Job Description

The federal Indigenous Loan Guarantee Program (ILGP) moves Indigenous economic reconciliation from discussion to action. This historic initiative facilitates participation in economic prosperity a reality for Indigenous Peoples in Canada. It helps remove historical barriers to inclusion in the economy while creating new possibilities for maximizing growth that will benefit the entire country. The economic success of Indigenous Peoples is the success of all Canadians. To advance Indigenous economic reconciliation for Canada meaningfully, the opportunity must be given to Indigenous groups to become leaders and equity partners in these projects. The ILGP will reduce the cost of capital for Indigenous groups across the country and support their ability to raise capital to invest in, and become commercial partners in, major projects across a diverse sector base. About CILGC CILGC is a wholly owned subsidiary of CDEV established in December 2024. CILGC is responsible for: conducting outreach and engagement with Indigenous groups; screening and prioritizing applications; reviewing, analyze and prioritize applications negotiating, issuing and administering loan guarantees; and monitoring and managing the portfolio of loan guarantees. CILGC engages with applicants to refine proposals and ensure they meet rigorous standards of financial and commercial viability and align with the programs objectives. With the recent hiring of its inaugural CEO, CILGC is continuing to build out its team of dedicated staff, while CDEV will maintain its provision of support, including due diligence, portfolio management, governance, communications, and other corporate functions, as needed. Position Overview CILGC is hiring a Director, People & Culture to build and lead its people strategy, driving organizational effectiveness, talent development, and a high-performance culture as the organization scales to meet its growing mandate and long-term objectives. The role reports directly to the President and Chief Executive Officer and serves as a key member of the leadership team. The organization operates as part of a broader Crown corporate structure and has access to established HR policies, frameworks, and infrastructure through its parent Crown corporation. The Director will leverage these foundational policies and supports, while exercising judgment to adapt and tailor practices to meet the specific operational, cultural, and growth needs of the organization. This role requires a strategic and handson leader who can design and implement fitforpurpose people programs while directly supporting recruitment and organizational buildout during a period of growth. The Director will serve as a trusted advisor to the CEO and leadership team on organizational design, talent strategy, leadership development, employee engagement, and culture. Responsibilities Develop and execute a People & Culture strategy aligned with the organizations mandate, growth trajectory, and public accountability requirements. Leverage established HR policies, frameworks, and infrastructure available through the parent Crown corporation, adapting them as appropriate to meet the organizations unique operational needs. Identify where tailored approaches are required and implement modifications within approved governance parameters. Lead workforce planning and organizational design to support scaling of loan guarantee operations and transaction oversight functions. Build fitforpurpose HR processes appropriate to a growing, commercially oriented Crown corporation. Talent Acquisition & Recruitment (HandsOn Leadership) Lead and directly support recruitment efforts across the organization, including senior and specialized financial roles. Partner closely with the CEO and leadership team on role definition, candidate assessment, and hiring decisions. Personally manage or actively support key recruitment processes, particularly during periods of rapid growth. Establish onboarding processes to ensure new hires are effectively integrated into a missiondriven and accountable environment. Foster a culture grounded in accountability, professionalism, collaboration, and service to Indigenous communities. Advance equity, diversity, and inclusion initiatives, with particular attention to culturally informed practices and respectful partnership with Indigenous peoples. Promote transparency, integrity, and highperformance standards. Performance Management & Leadership Development Implement performance management systems aligned with organizational objectives and public sector governance expectations. Support leadership capability development and succession planning. Ensure consistent performance standards and feedback practices across the organization. Compensation, Governance & Compliance Oversee compensation and total rewards practices in alignment with Boardapproved frameworks and applicable public sector requirements. Ensure compliance with employment legislation and internal control standards. Provide support to the CEO and Board (as required) on peoplerelated governance matters. HR Operations & Infrastructure Establish and oversee HR processes, controls, and reporting frameworks appropriate for a scaling organization. Leverage shared services or infrastructure provided by the parent Crown corporation, while ensuring local accountability and operational effectiveness. Implement HR systems and reporting practices that support sound governance and decisionmaking. Required Skills and Qualifications 10+ years of progressive experience in human resources or people leadership roles. Experience building or scaling HR functions in a growing organization, financial institution, Crown corporation, or missiondriven enterprise. Demonstrated ability to operate both strategically and handson, particularly in recruitment and organizational buildout. Experience navigating public sector governance environments while supporting commercially oriented mandates. Strong judgment, discretion, and ability to operate in a highly visible and accountable environment. Experience supporting organizations working in partnership with Indigenous communities is highly desirable.
