The Continuing Care Capital Planning and Data Strategy Unit within the Continuing Care Capital Branch is responsible for the planning and prioritization of new and modernized continuing care infrastructure, as well as oversight of government owned continuing care home capital assets. This work is guided by the province's continuing care transformation strategy and supports targeted capital grant funding streams under the Continuing Care Capital Program (CCCP). Role Responsibilities Assisted Living and Social Services is seeking an experienced professional to lead the provinces capital strategy for continuing care infrastructure. In this role, you will align demographic trends, service needs and policy objectives with longterm capital development goals to ensure government capital investment supports expanded and modernized continuing care capacity and responsible stewardship of public funds. You will develop multiyear capital infrastructure plans, prioritization sequences and annual budget submissions that align with fiscal frameworks, government priorities, and crossministry planning. You will conduct financial analysis, scenario modeling, and risk assessments to support strategic decisionmaking and guide recommendations to senior officials. You will also integrate continuing care capital planning with the housing capital approach and across health ministries to support a seamless continuum of care. To be successful in this role, you will collaborate extensively with internal partners, other ministries, the provincial health agency, municipalities, providers, and industry organizations to build consensus, coordinate priorities, and operationalize capital plans. You will also supervise and guide specialists and analysts, setting standards and ensuring highquality outputs to support capital planning outcomes. Key Responsibilities - Lead implementation of the provinces longterm capital strategy for continuing care infrastructure to align with service needs and government priorities. - Conduct scenario analysis using a dynamic supply and demand model to support senior decision making. - Develop multiyear capital roadmaps and prepare annual capital budget submissions for Treasury Board and Finance. - Conduct market research and environmental scanning to inform capital planning, grant program design, and prioritization of modernization, replacement, and new continuing care capacity. - Engage and collaborate with corporate finance, other ministries, the provincial health agency, municipalities, providers, and other stakeholders to align priorities and operationalize capital plans. - Prepare briefings, reports and deliver presentations to a variety of audiences; distilling complex information down to a concise and understandable format. Qualifications University graduation in a related field (public administration, economics, engineering, planning, or related) plus 4 years progressively responsible related experience; or equivalent as described below. Equivalency: Directly related education or experience considered on the basis of - 1 year of education for 1 year of experience; or - 1 year of experience for 1 year of education Related experience: - Extensive experience in capital planning for infrastructure, budgeting and scenario modelling. - Experience with legislative/statutory requirements relevant to capital planning, program governance and financial acumen. - Strong grasp of market research and research methods, asset management principles (condition, risk, lifecycle), and costbenefit analysis. - Advanced proficiency in Microsoft Excel. - Advanced written and verbal communication skills for briefings and presentations to effectively convey complex information to senior officials, team members and stakeholders. - Strong demonstrated collaboration and relationship-building skills. - Strong organizational and project management skills. Assets: - Experience working in a public sector context. - Experience working in crossfunctional teams. - Experience with continuing care, health or housing related infrastructure planning. - Advanced strategic thinking and problemsolving skills to address complex planning and capital investment challenges. - Knowledge of Alberta's continuing care acts, regulations, policies, design and service standards, building codes, and capital planning frameworks. Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification. Hours of work are Monday to Friday 36.25 hours per week. Position will end on or before March 31, 2028.
