Position Overview Cancom Security is seeking a highly experienced and hands-on Human Resources Generalist / HR Manager to lead critical HR functions across the organization. This role will oversee labour relations, workforce transition planning, onboarding, and payroll oversight with full policy ownership . This position requires a strong leader who understands the complexities of a large, multi-site workforce and can ensure compliance, consistency, and operational efficiency across all HR and payroll functions. Key ResponsibilitiesLabour Relations Lead all labour relations matters, including employee relations, conflict resolution, and workplace investigations Ensure compliance with Ontario labour laws, Employment Standards Act (ESA), and applicable regulations Manage disciplinary processes, terminations, and performance management frameworks Provide guidance to management on HR best practices and risk mitigation Workforce Transition & Mobilization Develop and execute transition plans for new contracts, site startups, and demobilizations Oversee workforce restructuring, redeployment, layoffs, and recalls Ensure compliance with ESA requirements related to notice, severance, and continuity of employment Partner with Operations to ensure seamless staffing continuity across all sites Onboarding & Employee Experience Design and manage structured onboarding programs across all divisions Ensure all employees meet licensing, training, and compliance requirements prior to deployment Improve employee engagement, retention, and performance through consistent onboarding practices Standardize onboarding processes across multiple locations and contracts Payroll Oversight & Policy Leadership Provide full oversight of payroll operations , ensuring accuracy, timeliness, and compliance across a large workforce Develop, implement, and continuously improve payroll policies, procedures, and internal controls Ensure compliance with ESA, CRA regulations , and client contractual obligations Oversee payroll practices including hours of work, overtime, statutory holiday pay, vacation pay, and premiums Conduct payroll audits, variance reviews, and risk assessments to ensure accuracy and identify gaps Collaborate with Finance and Operations to ensure proper costing, billing alignment, and reporting Resolve complex payroll escalations and discrepancies Support implementation and optimization of payroll systems and reporting tools Establish clear SOPs and governance frameworks for payroll administration HR Policy, Compliance & Governance Develop, implement, and maintain HR policies, procedures, and company standards Ensure compliance with all provincial and federal employment legislation Maintain accurate HR documentation, records, and audit readiness Support internal and external audits, including government and client compliance requirements Qualifications Minimum 5+ years of progressive HR experience , preferably in a multi-site or high-volume workforce environment Strong expertise in labour relations and employment law (Ontario) Proven experience with payroll oversight, policy development, and compliance Experience managing workforce transitions, mobilizations, and restructuring Strong leadership, problem-solving, and decision-making abilities Excellent communication and organizational skills Ability to operate in a fast-paced, high-responsibility environment CHRP or CHRL designation is considered an asset What We Offer Competitive salary based on experience Opportunity to play a key leadership role in a growing national security company Dynamic and fast-paced work environment Career growth and advancement opportunities How to Apply Please submit your resume and cover letter to:
