At Roma Building Restoration (West) Ltd., our projects are complex. Structural concrete rehabilitation, parking structures, building envelope restoration, waterproofing systems. These are not plug and play scopes, and they demand an Estimator who can think beyond drawings and see how the work actually gets built. As a Project Estimator , you will play a critical role in how we pursue projects. You will assess risk, challenge incomplete information, and build pricing that is both competitive and defensible. You will work closely with operations, consultants, and subtrades to ensure that what we carry is real, not theoretical. This is not a role for someone who simply collects numbers. We expect ownership. You need to ask the right questions, identify gaps, and take a position when something does not make sense. CORE RESPONSIBILITIES Project Initiation & Tendering Prepares and submits pre-qualifications , including: Reviewing pre-qualification requirements and submission portals (e.g., BC Bid, MERX, or client-specific portals). Compiling company information such as safety records, insurance certificates, bonding capacity, and corporate references. Coordinating with accounting and administration for updated WSIB/WorkSafeBC, insurance, and financial statements. Preparing project experience summaries and key personnel resumes for inclusion. Ensuring compliance with specific client or consultant formatting and submission requirements. Uploading and verifying submission accuracy and confirming receipt with client or consultant. Review tender calls, specifications, drawings, and addenda to determine project scope and pricing strategy. Identify and document clarifications, exclusions, and potential risks for management review. Attend pre-bid and site meetings to assess field conditions, verify deterioration quantities, and understand access or staging constraints. Perform detailed quantity take-offs for all aspect of structural concrete rehabilitation, waterproofing systems, balcony restoration, faade repair, and parking deck restoration, including both exterior envelope and structural repair scopes Solicit, review, and analyze subtrade and supplier quotations specific to structural restoration, waterproofing, coatings, and abatement work to ensure scope completeness and competitive pricing. Coordinate with Senior Estimator and Project Manager(s) and/or Production Manager to prepare complete bid submissions , including forms, bonds, and insurance certificates. Participate in value engineering discussions , identifying cost-efficient restoration methods and material alternatives (e.g., PMMA vs. PUMA systems, membrane vs. coating solutions). SUPPORTING ROLE RESPONSIBILITIES Project Planning & Start-Up Support Assist in compiling start-up documentation, including labour & material bonds, insurance certificates, and permit applications for structural and envelope projects. Support preconstruction coordination with consultants, clients, and internal departments to ensure project readiness. Contribute to the preparation of project schedules, phasing plans, hoarding details, and budget forecasts. Review site logistics related to tenant access, parking closures, and phased deck shutdowns to ensure accurate cost representation. Post-Award / Execution Support Collaborate with Project Managers and Superintendents during early execution to confirm quantities, scope breakdowns, and cost controls for concrete repair, waterproofing, and faade work. Monitor and document client or consultant correspondence regarding scope changes, clarifications, or pricing adjustments. Provide updated cost analysis for change orders, contingencies, and budget tracking. Maintain accurate cost databases and assist in updating Romas historical pricing library for restoration and parking structure projects. Client & Stakeholder Coordination Build and maintain professional relationships with consulting engineers, property managers, and restoration specialists. Communicate effectively with internal teams to ensure alignment between estimating and field operations. QUALIFICATIONS 35 years of experience preparing detailed cost estimates for structural and building envelope restoration projects, including balconies, parking garages, faades, waterproofing, and coatings . Post-secondary education in Construction Management, Civil/Structural Engineering, or Architectural Technology preferred. Strong proficiency with Microsoft Excel, Word, Outlook, and take-off tools such as Bluebeam Revu, Planswift, or OST. Knowledge of various contracts (CCDC 2 and 4, 5A contracts ext.), bonding, and insurance processes. Familiarity with restoration materials and systems (e.g., Tremco, Sika, Silplast, Soprema, BASF, Henry, Euclid, Master Builders). Excellent organizational, analytical, and communication skills. Valid drivers license and ability to perform field measurements.
