We are currently seeking an exceptional Chief Financial Officer to join our team in one of our offices located in Sault Ste. Marie, Hamilton, Peterborough, or Dryden. Reporting to the Chief Executive Officer and serving as a key member of the Senior Executive Council, the Chief Financial Officer (CFO) provides strategic leadership across all aspects of financial stewardship, enterprise risk management, procurement, information technology, and organizational performance. As a trusted advisor to the CEO and Board of Directors, the CFO ensures strong financial governance, longterm sustainability, and compliance with regulatory, funding, and Indigenous governance frameworks. The role also provides handson financial and commercial oversight for the OAHS Development (construction) portfolio throughout the full project life cyclefrom early feasibility and capital planning through to operational transition. The CFO leads a multidisciplinary portfolio that integrates financial strategy, procurement excellence, digital transformation, and datadriven decisionmaking to support the Corporations mission and community impact. Success in this role requires deep expertise in notforprofit finance, publicsector funding environments, affordable housing development, and Indigenous governance. The ideal candidate brings strong cultural competency, a commitment to reconciliation, and the ability to build trusted relationships with Indigenous communities, Elders, funders, government partners, and auditors. They champion procurement practices that advance Indigenous economic participation, strengthen internal controls, and ensure the Corporations resources are managed with integrity, transparency, and community accountability. Duties and Responsibilities Develop and implement the Corporation's multiyear financial strategy in alignment with the strategic plan, mission, and community priorities; Advise the CEO and Board on financial performance, risks, opportunities, and the longterm fiscal sustainability of the organization; Lead financial modelling, scenario planning, and feasibility analysis to support housing development projects and organizational growth; Provide meaningful financial data and narrative to support evidencebased decisionmaking at all levels of the organization; Champion a culture of financial stewardship and accountability that reflects Indigenous values of responsibility to community and future generations; Oversee the preparation of accurate, timely, and compliant financial statements in accordance with Canadian Accounting Standards for NotforProfit Organizations (ASNPO) and applicable regulatory requirements; Oversee the full accounting cycle, including accounts payable/receivable, payroll, bank reconciliations, journal entries, and monthend and yearend close processes; Oversee the preparation and submission of all required government, funder, and regulatory financial reports within established deadlines; Maintain a robust internal financial reporting framework that provides management with actionable insights on organizational and project performance; Oversee financial reporting to the Board of Directors and Audit Committee, including the preparation of Board packages, financial dashboards, and variance analysis; Lead the annual organizational budgeting process in collaboration with the CEO, program directors, and department managers; Develop projectlevel budgets for housing development initiatives, capital programs, and operational grants; Prepare quarterly financial forecasts and cash flow projections to support operational planning and funding applications; Prepare semiannual 5year financial forecasts and cash flow projections to support operational planning and funding applications; Monitor budgettoactual performance across all programs and projects, providing timely analysis and recommendations to address variances; Lead the annual external audit process, acting as the primary liaison with external auditors to ensure a smooth, efficient, and clean audit; Maintain an effective system of internal controls, financial policies, and procedures to safeguard organizational assets and ensure compliance; Ensure compliance with all applicable federal and provincial legislation, CRA requirements, CMHC guidelines, and funder reporting obligations; Identify, assess, and manage financial and operational risks, including fraud risk, funding concentration risk, and project cost overruns; Oversee insurance programs, contract review from a financial risk perspective, and financial due diligence on partnership agreements; Oversee financing for housing development projects, including CMHC, Indigenous Services Canada (ISC), Building Canada Home (BCH), provincial housing program funding applications and other additional funding sources; Oversee the structuring and administration of capital loans, mortgages, debentures, and other financing instruments related to housing assets; Manage the Corporations housing asset portfolio from a financial lens, including capital reserve planning (establishment and management), lifecycle cost modelling, and asset management financial strategies; Support the development team with financial structuring of new housing projects, including pro forma, funding source identification, and partnership financial models; Monitor compliance with funder contribution agreements, reporting on financial milestones and drawdown schedules; Manage organizational cash flow, investment of reserves, and banking relationships to ensure liquidity and maximize returns within approved investment policies; Oversee accounts receivable collection, including housing rents, subsidy income, and government transfers; Administer the Corporations banking arrangements, including credit facilities, signing authorities, and electronic payment systems; Ensure that restricted and unrestricted funds are appropriately segregated and reported; Lead, mentor, and develop the finance team, fostering a highperformance, culturally safe, and learningoriented work environment; Establish clear roles, responsibilities, and performance expectations for finance staff, conducting regular performance reviews and development planning; Build team capacity in financial literacy, systems proficiency, and compliance knowledge; Promote an inclusive workplace that respects Indigenous cultures, protocols, and ways of knowing and doing; Serve as a key financial representative of the Corporation with funders, lenders, government agencies, and external partners; In conjunction with the CEO and Policy Lead, develop and maintain strong relationships with CMHC, ISC, provincial housing ministries, CRA, financial institutions, and audit firms; Present financial information clearly and accessibly to nonfinancial audiences, including Board members, community leaders, and program staff; Support funding proposals and grant applications with financial narratives, budgets, and required financial documentation; Support the Board Finance & Audit Committee, including preparing meeting materials, attending committee meetings, and implementing Board decisions; Develop and recommend financial policies and procedures for Board approval, ensuring they reflect best practices for notforprofit governance; Provide financial literacy support and education to Board members as needed; Ensure the organization operates within the financial authorities and delegations approved by the Board; Oversee IT support and development activities, ensuring expenditures are within budget tolerances; Oversee the continued evolution of the OAHS cyber security efforts; Provide leadership for crossOAHS issues for the OAHS ERP solution; Demonstrates deep understanding of Indigenous governance structures, community decisionmaking processes, and the financial implications of NationtoNation relationships; Embeds Indigenous cultural safety, reconciliation principles, and community accountability into financial policies, procurement practices, and organizational decisionmaking; Builds and maintains trusted relationships with Indigenous communities, Elders, leadership councils, and Indigenousowned businesses to support economic participation and shared prosperity; Ensures financial strategies, reporting, and risk management practices respect Indigenous values, traditions, and community priorities; Champions procurement approaches that prioritize Indigenous suppliers, support Indigenous economic development, and align with Truth and Reconciliation Commission (TRC) Calls to Action. Qualifications and Skills Chartered Professional Accountant (CPA) designation is required; A postsecondary degree in Accounting, Finance, Business Administration, or a related field; Additional education or certification in notforprofit management, Indigenous governance, housing finance, or public administration is considered a significant asset; Minimum 810 years of progressive financial leadership experience, with at least 35 years in a senior financial management role (Controller, Director of Finance, VP Finance, or CFO); Experience in the notforprofit, charitable, social housing, or Indigenous organization sector is strongly preferred; Demonstrated cultural competency and experience working with Indigenous communities, including a strong understanding of Indigenous governance structures, communitydriven decisionmaking, and reconciliation principles, with the ability to embed cultural safety, Indigenous economic participation, and respectful relationshipbuilding into financial strategy, procurement practices, and organizational leadership; Experience with housing development finance, capital programs, or CMHC/ISC funding frameworks is highly desirable; Experience working with all other orders of government is highly desirable; Knowledge of public procurement legislation; Proven track record leading external audits and working with audit committees and boards; Experience working with or for Indigenous organizations, governments, or communities is a significant asset; Thorough knowledge of Canadian Accounting Standards for NotforProfit Organizations (ASNPO) and fund accounting principles; Proficiency in accounting software (e.g., Sage, Dynamics, or equivalent) and advanced Microsoft Excel skills; Experience with financial reporting to government funders (federal and provincial housing programs, ISC, CMHC, etc.); Familiarity with CRA compliance requirements for nonprofit organizations, including HST/GST rebates and T3010 filings; Outstanding experience in the Microsoft suite of products, particularly Excel; Understanding of capital asset accounting, reserve fund management, and housing subsidy administration; Strong analytical and leadership skills, with the ability to multitask; Ability to work under pressure and meet tight deadlines; Ability to handle confidential and sensitive information; Outstanding listening and communication skills and the ability to work well in teams.
