Job Description

The Director, Payments Policy is a senior role within the Payments & Digital division, reporting to the Senior Vice President, Payments & Digital. The Director leads the CBAs Payments policy work, providing subject matter expertise, strategic advice, and people leadership to advance industry positions on key legislative, regulatory, and payments eco-system issues affecting Canada. Working closely with member banks, the Director develops and executes advocacy strategies, represents the CBA with senior external stakeholders, and translates complex developments into clear recommendations and high-quality deliverables. The payments ecosystem is undergoing significant changes through, for example, payments modernization (Real Time Rail), the Stablecoin Act, Retail Payment Activities Act, and consumer-driven banking, among other domestic and international developments.In this role, you will:Lead payments policy files and industry advocacy: Provide strategic leadership on priority payments policy issues, including the development of industry positions Be the divisions subject matter expert on payments policy: Serve as a trusted expert for the SVP and internal partners, monitoring and interpreting legislative, regulatory, and policy developments; synthesizing implications for member banks; and producing concise briefings and recommendations for senior audiencesMember engagement and working toward consensus-building: Lead payments policy working groups/committees with member banks; facilitate discussions, identify common ground, resolve differences, and drive timely decisions on policy positions and advocacy approachesExternal stakeholder management: Build and maintain constructive relationships with senior government and regulatory stakeholders and policy bodies (e.g., Department of Finance, Bank of Canada, Payments Canada) and relevant ecosystem stakeholders (e.g., Interac, card networks, fintechs, consumer groups), representing the CBA with credibility and sound judgementStrategy, planning, and delivery: Translate divisional priorities into annual plans, workplans, and deliverables; manage multiple concurrent files with clear milestones, risks, and dependencies; proactively identify and address emerging issuesPeople leadership: Lead, coach, and develop one direct report; set clear objectives, provide feedback, and build team capability in policy analysis, issues management, and stakeholder engagement.
