Manager, Export ProgramsCanadian Based Contractor Position Request for Proposals (RFP)About APCThe American Peanut Council (APC) is the trade association which represents all segments of the peanut industry. Members include peanut growers, shellers, manufacturers, brokers, and suppliers of goods and services to the industry. Headquartered in the greater Washington, D.C. area, the APC monitors developments in the domestic and international markets and responds with a diverse array of domestic and international marketing, trade servicing, sustainability, food safety, research and issues management programs.APC also administers the U.S. peanut industrys export market development programs. Activities include trade and consumer promotional programs highlighting the benefits of U.S. peanuts in key markets around the world. In addition, its global representatives conduct trade servicing, market research, public relations activities, and work closely with international organizations to monitor technical and regulatory issues which could impact global peanut trade.PurposeAPC is issuing this RFP to contract with a qualified individual or firm based in Canadas Eastern or Atlantic time zone to serve as Program Manager, Export Programs (Administrative). This is a non-trade, administrative role focused on systems management, compliance, budgeting, and program operations support.Position OverviewThis role is administrative and operational in nature. The Program Manager will support APCs export program infrastructure, working closely with senior leadership and regional Vice Presidents.Primary areas of responsibility include:Data entry and program trackingSystems development and workflow designBudget management and reconciliationUSDA compliance and reportingReimbursement managementExport program implementation supportSpecial projects and cross-regional coordinationPeriod of PerformanceThe contract term will cover the remaining calendar year and terminate December 31, 2026. At the end of the initial term, performance will be evaluated and, subject to APCs contracting procedures and funding availability, the contract may be extended on an annual basis.BudgetProposals must include:Annual professional fee (aligned with USDA general pay scale)Administrative costs (if applicable)Any required software or systems support costsMinimum QualificationsApplicants must demonstrate:Experience managing government funded programs, research grants, large projects, consulting or other relevant work historyStrong financial management and reconciliation experienceExpertise in compliance documentation and audit preparationAdvanced Excel and data management skillsExperience designing tracking systems or improving workflow processesStrong written communication and reporting skillsPreferred QualificationsDeep knowledge of Excel, including Visual Basic and Python, and/or experience building macrosExperience using generative AI to improve workflows and processesKnowledge of SAP Concur or other travel management servicesExtensive experience in the Microsoft Suite, including PowerPoint, Word, Excel, SharePoint, Forms, OneDrive, Bookings, etc.Description of Required Services1. Data & Systems ManagementDesign and maintain centralized export program tracking systems on APCs SharePointDevelop standardized templates for regional reportingMaintain organized digital documentation filing system on APCs SharePoint2. Budget Management & Financial OversightTrack export program budgets across regions in coordination with Vice PresidentsEnsure activities and documentation comply with USDA/FAS program requirements and guidelinesReconcile monthly expenditures for submission to APC leadershipPrepare financial summaries for senior leadership3. USDA Compliance & ReportingTrack travel deliverables have been completed/submittedCoordinate with contractors to collect required documentationPrepare monthly, quarterly, and annual reportsOrganize documentation for auditsTrack deliverables and measurable outcomesAssist Vice Presidents with the preparation of Success Stories for submission to USDA4. Reimbursement & Invoice ProcessingAssist Vice President Finance with the preparation of backup documentation for reimbursement submissionsMaintain tracking of outstanding reimbursementsAssist Vice Presidents with invoice processing for vendors, contractors, in-market representatives and other partners5. Program Design & Implementation SupportAssist in preparation of annual export program plansDevelop KPI dashboardsSupport launches of new events, programs, export projects, etc.6.
